Objective of the Consultancy
The objective of the consultancy is to provide technical assistance to MoNHSR&C, Government of Pakistan for private sector/pharmaceutical industry engagement for technology transfer and indigenous production of contraceptives in Pakistan.
Principal Duties and Responsibilities
The followings will be the principal duties and responsibilities:
- Mapping of pharmaceutical industry/private sector stakeholders for contraceptives’ local production;
- Identifying synergies between private sector actors, pharmaceutical and commercial industries for the indigenous production of contraceptives and transfer of technology;
- Devise framework and business models for private sector engagement;
- Drafting long term agreements (LTAs) for sustainable technology transfer for Contraceptives as in consultation with public/private sector stakeholders;
- Advocacy for creating an enabling policy environment for private sector engagement;
- Coordinate and attend meetings with the relevant public and private sector stakeholders (task force, CEWG, technical working group, PPMA, pharma bureau etc) to explore possibilities of contraceptives’ local production;
- Follow-up and support on the action points of Federal Task force meetings;
- Coordination with the federal and provincial governments for the timely implementation of approved supply chain related CCI recommendations (i.e. thematic area 7 of contraceptive commodity security in the national and provincial action plans)
Required Skills and Qualifications
The academic qualifications/skills set listed below are representative of the required knowledge, skills, and abilities needed to perform the principal duties.
- Master’s degree in any discipline of Social Sciences or Public Health or Supply Chain Management
- Minimum of ten (10) years of experience at managerial position in the domain of Family Planning in public or private/development sector organizations in Pakistan
- Excellent interpersonal and communications skills
- Demonstrated leadership, versatility, and integrity
Deliverable(s):
- Mapping of private sector stakeholders for local production conducted
- Public-Private sector consultations held
- Business models and framework developed for local production
- Draft LTAs for sustainable technology transfer for Contraceptives developed
Period of Performance and LOE
The expected duration of the assignment is six (06) months with a total LOE (Level of Effort) of 60 days. This is distributed as maximum of 10 working days per month.
Supervision
The consultant will report directly to the Country Director.
