Finance & Operations Manager TOR’s (PJN Core Team)

Background:

Peace & Justice Network (PJN) is a national civil society network consisting of over 50 member and partner organizations registered with SECP under Section 42 working for Social Justice, Rule of Law and Good Governance for Peaceful, Just, Inclusive and Prosperous Pakistan with prime focus on SDGs 16 Plus promotion and implementation, is looking for dynamic and hardworking person with right experience for its core team at PJN Secretariat Islamabad.


Job Purpose:  

Finance & Operations Manager  will  be  responsible  for  overall  management  of  PJN’s Books of Accounts, Finances, Sub-granting  and  Operations including HR, Admin and Procurement.

Specific responsibilities include but not limited to the following:

  • Implement and strengthen PJN financial system, operational policies and procedures. Ensure internal and external compliances including SECP, Government, PCP and Economic Affairs Division.
  • Implement effective sub grant management system. Properly record and review the sub grantee payment. Conduct regular variance analysis. Develop and implement sub guarantee due diligence process. Provide  accurate  finance clearance of  every  sub-grant  to  enable  the  efficient  closeout  of completed grants.
  • Ensuring the financial transactions are properly authorised, recorded, have adequate supporting documentation and can be easily extracted for the purpose of preparing financial statements. Ensure maintenance of the general and subsidiary ledgers. Carrying out reconciliation of subsidiary ledgers with General Ledgers.
  • Ensure that all financial documents relating to the project (cash books, ledgers, registers, payrolls, bank statements, invoices, counterfoil receipts and other vouchers) are retained and are available for inspection by donors.
  • Manage the preparation of balance sheets, income statements, expense reports, etc. Review all payments requests to certify that supporting documents have been provided and correct budget codes have used. Ensure that all operational & grant payments related to project are paid on time by processing all cash & bank transactions.
  • Responsible for budget preparation and management activities and ensure that operational activities are executed within allotted budget and timelines. Ensure all expenses are within assigned organizational and project budget. Assist program team in analyzing operational & sub-grant expenditure against budgets.
  • Responsible for program financial and operational evaluations. Responsible for operational and delivery chain risk management. Coordinate with internal and external auditors. Assist in providing data for annual audit.
  • Assist in logistical planning for seminars, workshops, meetings and consultations, including preparation of relevant documentation. 
  • Dealing with withholding tax matters and filing tax returns. Ensure timely payment of WHT on salaries, service & supplies and complies with tax filing requirements.
  • Any other task/s related arising needs of the assignment.

 

Qualifications and Experience:

a. Education

  • Master’s degree in finance, ACCA, CA or related disciplines.

b. Work Experience

  • Possess at least 8 to 12 years of relevant professional experience with national and international organizations with extensive sub grant management experience of national programs.
  • Fluency in written and spoken English and Urdu required. Knowledge of regional languages is an asset.
  • Experience in working on Sidat Hyder Financials will be added advantage.

  • Knowledge of and complete comfort with computer based accounting and financial applications is essential;
  • Compatible personality traits and abilities such as desire to learn, experience, innovate, grow, contribute, flexibility, adaptation, team play, gender and cultural sensitivity at personal, organizational and communal level
