Background:

 Our organization has been assisting the peoples’ organizations to build capacity for institutional growth and professional development since 1999. The Capacity Enhancement of Civil Society Organizations, referred to as CEP, promotes efficiency and effectiveness of CSOs given their role as catalysts for sustainable human and social development. The organization is now implementing Phase VII of the project, which is subject to this evaluation.

The current phase takes a holistic approach to capacity building and offers various trainings to current and future NGO professionals across Pakistan to strengthen their individual and institutional capacity; enhance organizational effectiveness practices within their institutional frameworks; and strengthen their ability of work for greater impact at grass roots level. The project also supports the academia for professionalizing the humanitarian sector in Pakistan. For the purpose of catering to the specific needs and capacity level of different target groups, the project focused three thematic focuses in this phase:

  1. Organizational Management and Effectiveness (Component 1)
  2. Advocacy (Component 2)
  3. Linking Theory with Practice (Component 3)

Objectives and users of the evaluation

Our Organization, being a humanitarian and development organization and promotor of good humanitarian / development practices, views the evaluation to be a systematic and impartial examination of actions intended to draw lessons to improve policy and practice, and enhance accountability. In addition, organization views assessment of its activities as a vital part of its accountability to the project participants, participating organizations and donors as well as valuable opportunity to derive lessons that can inform future capacity enhancement interventions and lead to further improvements in the next phase of CEP. It is envisaged that this evaluation will serve as a key instrument for providing critical recommendations to project participants, stakeholders, CEP team and organization management on issues of accountability, while simultaneously allowing the organization to draw lessons for further performance improvements.

The objective of the evaluation is:

The CEP Phase VII project is assessed against the set project goals and objective and its relevance, effectiveness, efficiency, impact and sustainability, important lesson learnt and recommendations for future are highlighted”

The documentation of lessons learnt and recommendations are expected:

  • To gauge impacts (positive/ negative and intended/unintended) towards the development goal of the project: to achieve “CSOs are better equipped to bring about sustainable changes at socio-political level with improved organizational efficiency & effectiveness”.
  • To reflect whether the objectives were relevant across implementation phase, and whether the activities carried out are appropriate to achieve the objectives
  • To assess the viability and appropriateness of the design and methodology of the project.
  • To provide findings, lessons learned, conclusions and recommendations to further improve the organization’s performance, quality and impact of the project in relation to the aims and objectives agreed for the project.
  • To reflect on the institutional sustainability of project activities at participating organization’s level by assessing the degree to which the partners use the acquired skills and knowledge in their respective project interventions.
  • To assess needs for innovation in the project design and in the role of the organization considering the current political and socio-economic situation in the project area.
  • To assess the content and relevancy of training materials.
  • To assess the capacity and competency of project team, trainers & participant satisfaction level in relation to the trainings conducted.

The evaluation is primarily for:

  • Tangible evidence of accountability for Organization’s staff, partners (training participants, participating organizations and universities), and management.
    • Tangible evidence of accountability for Organization’s donors.

Required profile of the evaluator

 

Selection of the external evaluation consultant(s) will be based on the following qualifications:

 

  1. Minimum qualification of Masters in development studies, social science, economics, statistics or other related areas
  2. Demonstrable experience in leading evaluations and qualitative research of capacity building or related programs in NGOs and other civil society organizations.
  3. Knowledge of strategic and operational management of development organizations and proven ability to provide strategic recommendations for future planning.
  4. Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions and to prepare well‐written reports on agreed time.
  5. Experience in qualitative data collection and data analysis techniques and interpretation of results.
  6. Knowledge and experience of working with I/NGOs.
  7. Excellent English writing and presentation skills, with relevant writing samples of similar evaluation reports.
  8. Availability for the period of this assignment.

 

Timetable and phases:

The overall span of the evaluation assignment is approximately one month. The expected start date is February 20, 2020 and end date with final report is March 24, 2020. Consultant is required to include a detailed work plan in proposal.

Responsibilities and duties

 

Evaluators: 

 

  1. Read the ToR and make clarifications for better understanding and prioritization. Prepare the final ToR after acceptance by Organization.
  2. Work according to the contract and ToR.
  3. Study all the relevant documents to develop understanding of Organization’s CEP and its partners.
  4. Design the evaluation tools and the process (as participatory as possible)
  5. The team lead is responsible for submitting an ‘inception report’ for approval to Organiztionas per above schedule. This report must outline the examination approach, evaluation criteria, methodology, set of key questions/tools and work plan for the evaluation.
  6. Incorporate feedback and comments received from Organiztionin the final draft of inception report.
  7. In consultation with Organization, short list the organizations to be involved in the assignment.
  8. Data collection – secondary data and primary data from the field
  9. Organize all travel, boarding & lodging arrangements.
  10. Organize for all transcriptions.
  11. Debriefing meeting with Organiztionteam about initial findings of the assignment.
  12. Writing draft report based on the secondary and primary data and share it with Organiztionfor feedback and comments.
  13. Finalization of the report with an executive analysis, a recommended table (Annex 2) and an implementation plan (Annex 3). The evaluation team has to fill in the key data herein. The evaluation team will not develop the implementation plan.
  14. Follow Organiztionprotocols, security guidelines, ACT Code of Good Practice and Code of Conduct for the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief and Core Humanitarian Standard (CHS) 09 Commitments for Accountability.

 

Organization:

 

To achieve the aim and objectives agreed above, Organiztionwill:

 

  1. Prepares ToR and send ToR to BfdW for inputs and agreement
  2. Commission the local external evaluation and contract evaluators and payment of evaluation fees.
  3. Provide background material related to the organization and CEP project.
  4. Orient the evaluator(s) on Organiztionprotocols.
  5. Organize all appointments with partners.
  6. Help in organizing the debriefing meetings for sharing of findings and lessons learnt of the evaluation.
  7. Provide inputs on the recommendations and on the implementation of the recommendations
  8. Be responsible for the implementation of the recommendations
