The International Committee of Red Cross (ICRC), is an independent, neutral organization ensuring humanitarian protection and assistance. It acts in response to emergencies and at the same time promotes respect for international humanitarian law.

 

Under the framework of the global Health Care in Danger (HCiD) Initiative, the ICRC is engaged in efforts aimed at addressing the issue of violence against health workers, patients, healthcare facilities and vehicles, for ensuring safe access to and delivery of health care.

 

Background Information:

 

ICRC has been availing the services of external consultants for providing technical support to HCiD activities in Peshawar. Having finalized an HCiD activity plan for Peshawar for the year 2020 with our main partners in Peshawar, the ICRC stands in need of relevant technical consultant (Principal Implementer) to provide technical guidance to HCiD activities in Peshawar.

 

Duration of Contract: One Year

 

Position Title:       Principal Implementer (Peshawar based)

The consultant will be responsible for implementing the recommendations stemming from the research on violence against health care carried out by the ICRC and its partners.

 

Duties & Responsibilities

 

  • Work together with HCiD Project Responsible in Peshawar from ICRC and other consultants for the development of strategy for implementing the recommendations
  • Serve as the Principal Implementer of the interventions recommended by the HCiD research studies conducted in Karachi and Peshawar and outlined in any agreement which involves KMU as partner for HCiD Initiative.
  • Act as the principal consultant on production of a detailed action plan for the implementation of the aforesaid interventions
  • Be responsible for implementation of activities agreed upon in MoU between the ICRC and KMU, Peshawar.
  • Together with other consultants and in consultation with the ICRC act as a representative of the Project towards stakeholders and the public in Peshawar.
  • Provide guidance on the functioning of the healthcare system and the government in KPK and act as a door opener in contacts with authorities.
  •  Act as a resource person on the dynamics of violence against health care in Peshawar assuring dissemination of knowledge among and common understanding by other participants in the Project.
  •  Coordinate the writing of a report summarizing the achievements during the implementation of the interventions.
  • Advise the ICRC and its partners in Peshawar and elsewhere in Pakistan on assessment and measurement methodologies to counter violence against healthcare.
  • Together with other consultants and in consultation with the ICRC act as a representative of the Project towards stakeholders and the public in Khyber Pakhtunkhwa (KP)
  • The consultant will also be responsible for wider engagement with concerned stakeholders.

 

Requirements

 

  • Be a doctor with a strong background in teaching medical education, preferably working at a higher position in a public medical university;
  • Have working relations with health regulatory bodies
  • a strong network of contacts among health care authorities for influencing policies and broadening the scale of interventions.
  • Preferably have experience of research on violence against health care
  • Preferably have experience of designing tools for protection of health care against violence
  • Preferably have strong working relations with IPHSS (Institute of Public Health and Social Sciences) to oversee the implementation of activities in the MoU between the ICRC and KMU.

 

The award of the contract will be made to the consultant whose offer will be evaluated and determined as
