Background:

On September 1, 2015, the US Agency for International Development (USAID) awarded DAI a five-year, $14.4 million contract to further the development of Pakistan’s trade sector by improving the enabling environment for trade, reducing the cost of trade and transit through targeted reforms in customs facilitation, and facilitating trade promotion in regional and international markets. PREIA aims to achieve this goal through the provision of technical and capacity building assistance to stakeholders in the public and private sectors.

Primary Responsibilities:

The Senior Officer - Monitoring and Evaluation will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility of reporting on project outputs and outcomes and ensuring quality of technical interventions.

DAI seeks a Senior Officer - Monitoring and Evaluation to provide support in information management and in the design of a robust monitoring and reporting system, including the management of program indicators to help inform USAID, the Chief /Deputy Chief of Party, and Component Leads of activity statuses, and reporting progress toward the achievement of performance indicator targets, as agreed in the approved M&E plan. Other responsibilities include:

  • Developing a methodology for systematic data collection, analysis, and reporting of program indicators.
  • Developing and/or maintaining documentation/verification system for performance indicators, including data collection forms, monitoring reports, hard copies of verification documentation, etc.
  • Formulating operational plans to monitor and report milestones.
  • Assisting in the development, review and reporting of relevant milestones and indicators for accomplishments across each of the project’s main task areas.
  • Designing a reporting format that is acceptable to USAID.
  • Developing, in coordination with the technical team leads - monthly, quarterly and annual performance reports as per contract mandate, and any other ad-hoc taskers and/or reports requested.
  • Recommending a reporting schedule that provides USAID and senior project managers with timely information without being unduly burdensome or distracting from project implementation.
  • Working with the program technical teams to ensure M&E accurately captures project objectives and field needs.
  • Conducting data quality assessments for all data prior to being reported to USAID.
  • Analyzing data for donor-requested reports, including conducting QA/QC.
  • Producing activity updates, newsletters, factsheets and infographics, as needed.
  • Coordinating with project staff to identify and create success stories.
  • Supporting external evaluation teams.
  • Supporting survey teams and survey administration protocols, as required.
  • Maintaining a database and repository for all contractual deliverables.
  • Ensuring that contractual obligations and results are met in compliance with USAID standards, as specified in the award.
  • Tracking workplans, budgets and deadlines, and keeping staff informed of contract-related responsibilities.
  • Providing program management support, as required.

Qualifications

  • Three or more years of experience in monitoring and evaluation.
  • Demonstrated knowledge of USAID’s policies and requirements for M&E.
  • Proficiency in database management and data analysis.
  • Ability to develop and implement quality assurance systems.
  • Strong English writing abilities.
  • Proficiency in Microsoft Office.
  • Bachelor’s degree in a relevant field; Masters preferred.

  • The Senior Officer - Monitoring & Evaluation will report to the Chief of Party.
