CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE International in Pakistan (CIP) has been responding to major disasters and undertaking an array of development projects. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. Health and education, with particular focus on women, are some of CARE’s core identified program areas in Pakistan, as part of its Long-Range Strategic Plan.

JOB SUMMARY:

As part of the program team, and in coordination with various short-term and long-term projects, the Program Development Officer is required to support the Project/ Program Managers/ Advisors in research, writing, editing reports/ concept papers, developing SOWs, proofreading documents, and manage CARE’s visibility and engagement related activities, in congruence to CIP’s Long-Range Strategic Plan. To support CIP’s business development initiatives, the Program Development Officer is expected to align and integrate all major knowledge management centric initiatives and tools to ensure that a two-way exchange of information takes place successfully, along with timely dissemination of quality products amongst all CARE stakeholders.

RESPONSIBILITIES AND TASKS

Job Responsibility #1: WORK AND PROVIDE SUPPORT TO THE PROGRAM TEAM IN REPORTING, BD AND PROPOSAL DEVELOPMENT

% of time: 35% 

  • Ensure systematic collection, analysis, and reporting of routine data for project improvement. This also includes building capacity of the field staff/ partner staff for smooth implementation of their projects and programs.
  • Support the MEAL Manager in developing a system to ensure that the program planning, including inputs and targets, is aligned with the overall program log frames and other types of M&E indicators.
  • Ensure timely submission of resultsā€based reports as per donor requirements.
  • Take the lead in identifying and listing funding opportunities, and sharing the information with the Business Development advisor of the CO.
  • Assist the CO team in researching relevant topics and writing proposals.
  • Coordinate with donors, PHF and implementing partners on joint assessment, studies and implementation to ensure CARE inputs and participations in such exercises at national and provincial levels.
  • Assist in project reporting and program documentation as per Care and Donor requirements.
  • Support in planning and coordinating key internal and external events related to CARE’s programming areas.
  • Support and assist the position’s supervisor and fellow project colleagues in the successful implementation of all aspects of the project’s work plan and achievement of the project objective.
  • Draw on highlights, lessons, and synthesize information from internal and external products.
  • Curate external material ensuring accuracy of content.
  • Research, analyze and share global best practices and innovative program approaches as part of CIP’s business development efforts, as and when needed.

Job Responsibility #2: EXPAND AND BUILD CARE PAKISTAN’S COMMUNICATIONS PACKAGE AND ENSURE THE DELIVERANCE OF STANDARD MESSAGING ACROSS THE ORGANIZATION

% of time: 30%

  • Develop and execute strategies for CIP that are linked to its brand voice and knowledge goals, and expand its outreach efforts.
  • Collect and maintain accessible forms of basic sources of information within CIP and CI confederation, such as project statistics; CIP Long-Range Strategic Plan and other relevant communications materials produced by CIP projects, CI members and CARE International.
  • Grow CIP’s body of communication materials, including (but not limited to) the following publications: CIP’s Facts and Figures (key statistics and combined financial statements); Topographical Report (a snapshot of CARE’s work in Pakistan); Annual Report; Project Briefs; and Marketing Materials etc.
  • Establish minimum standards and provide guidance to CIP and Partners in designing, using and accessing communication materials and information, as per donor requirements.
  • Work with the IPs to build their capacity in communication and ensure that they portray the true brand voice of CIP.

Job Responsibility #3:  COORDINATE AND SUPPORT MEDIA AND EXTERNAL COMMUNICATIONS FUNCTIONS OF CARE PAKISTAN’S OFFICE

% of time: 15%

  • Play an active part in all aspects of communications and branding for CIP, including core communication areas, such as publications and visibility products, company website, email marketing, press releases, social media, newsletters, media relations, editorial services, creative services etc.
  • Coordinate and support CARE and its partners to establish and maintain high quality and timely media functions and activities, in order to support public awareness and fundraising initiatives.
  • Work with relevant sectoral Team Leads and advocacy staff to produce and disseminate press releases and other communications materials, and to support advocacy/awareness efforts regarding development and humanitarian issues.
  • Visit the field to monitor and support media and communications work by collecting and developing case studies, along with compiling communication materials.
  • Design and maintain coordinated internal information-sharing mechanisms for CARE’s work, such as the newsletter and other appropriate methods.
  • Play an active part in promoting CIP’s work on Workplace and maintain effective coordination with the Communications and Knowledge Management Working Groups.
  • Support CARE’s external representation and policy/advocacy work, including work with the donors, partners, peer organizations, media and beneficiaries.

Job Responsibility #3: BUILD AND MAINTAIN EFFECTIVE RELATIONSHIPS, BOTH INTERNALLY AND EXTRENALLY, TO PRESERVE THE QUALITY OF COMMUNICATION’S OUTPUTS

% of time: 10%

  • Actively recruit and manage effective relationships with a diverse range of high-profile contributors and organizations working in the same industry, to bring them forward onto national and international platforms.
  • Research ideas to contribute in organizing company events, including international conferences, industry/media engagement events.
  • Coordinate with internal departments and closely follow CIP policies for commissioning work with vendors.
  • Maintain all communications work in soft form, and coordinate with other project teams to track any activities requiring inputs from the communications team (e.g. upcoming events, promotional activities requiring branding, etc.).

Job Responsibility #4:  MAINTAIN THE CIP WEBSITE AND ENSURE CONSISTENCY OF CARE’S ONLINE PRESENCE (WEBSITE, SOCIAL MEDIA ETC.)

% of time: 05%

  • Create and review content as necessary, to CARE Pakistan’s website, and arrange for software/maintenance upgrades as and when needed.
  • Establish minimum standards for CARE’s content by working with CIP staff and partners as well as CI members, to ensure global consistency of messaging and accuracy of information on various avenues (such as the website and social media).
  • Disseminate and strengthen communication related best practices with CARE staff and partners.
  • Manage/oversee development of website content including sitemaps, landing pages, support pages, etc.

ANY OTHER TASK AS ASSIGNED BY THE SUPERVISOR.

% of time: 05% 

JOB SPECIFICATIONS:

  • Bachelor’s degree, preferably in Social Science, International Development, Economics, Communications, Marketing, new media or related discipline from a reputable international or Pakistani institution (Master’s degree is desirable).
  • At least 3 years of experience in the field of research, writing proposals and reports, communications, knowledge management, and external relations, with proven track record of community management and social insight reporting.
  • Excellent writing, proofreading, editing and presentation skills.
  • Excellent networking and PR skills.
  • Ability to be detail-oriented and to multi-task in a fast-paced environment.
  • Proficiency in MS Office (Word, PowerPoint, and Excel).
  • Ability to analyze and synthesize information/report findings and present it, using appropriate frameworks (infographics, insights, newsflashes, etc.).
  • Ability to interact with and manage diverse stakeholders (such as vendors, beneficiaries, and donors).
  • Experience of working with corporate entities and/or international donor agencies preferred.
  • Experience with graphic designing as well as basic photography and video making skills will be preferred.
  • Additional desirable technical skills include knowledge of emerging media technologies and social media (Twitter, Facebook etc.); and proficiency in design and photo/video editing programs such as Adobe Photoshop, Adobe InDesign, Final Cut Pro, etc.
  • Willingness to travel to all provinces of Pakistan as per requirement.
  • Excellent interpersonal skills to work with stakeholders/ partners with different cultural backgrounds
