Context and Background: 

CARE International in Pakistan is looking to hire services of a consultant, to help development of a proposal on Education in Emergencies (EiE) and Disaster Risk Reduction (DRR).

The donor’s approach to education in emergencies (EiE) and protracted crises encompasses sudden and slow-onset emergencies, conflicts, situations of violence, forced displacement, disasters and public health emergencies, protracted and recurrent crises or any combination of these. The donor will support responses to the humanitarian needs in accessing uninterrupted quality education by children affected by these crises.

The objective of EiE actions is to promote access to safe, inclusive and quality learning opportunities for children affected by crises. EiE actions will respond to the multiple barriers (academic, financial, social, institutional, physical/infrastructural) that children face in accessing their education due to their experiences of the humanitarian situation. As such, EiE actions must be tailored to the different needs of children based on their age, gender and other specific circumstances including the specific impact of the emergency they face.

In line with this vision, the proposal will entail EiE actions conceived with a medium to long-term vision. This implies first and foremost that programmes be designed and implemented in a way that allows for the fullest and most rapid recovery of safe, inclusive and quality education services. At the same time, programmes must be aligned with development and/or government actions to ensure continuity of learning for affected children through proper transition planning. Therefore, in order to ensure continuity and alignment with the wider humanitarian and development responses, EiE actions must be informed by any existing education sector framework as well as the inter-sectoral humanitarian response.

Objective of the Assignment:

The objective of the assignment is to support CIP’s efforts in developing a proposal on EiE and DRR keeping in mind the context defined above. The selected individual will also be expected to provide technical input in project design, attend meetings with the partners to ensure that a coordinated approach is closely spelled out in CIP’s proposal, and also fill out the relevant application form related to proposal submission.

Outcomes to be achieved under the project:

  • Children affected by humanitarian crises access to and learn in safe, quality and accredited primary and secondary education.
  • Children affected by humanitarian crises learn life-saving and life-sustaining skills, are protected and have increased personal resilience
  • Education services are strengthened through preparedness, response and recovery interventions in line with the INEE Minimum Standards for Education: Preparedness, Response, Recovery

Outputs/ Deliverables:

Linked with key outcomes, the consultant will produce a detailed proposal, defining project design and indicators.

Level of Effort:

The assignment is planned to take place between February 05, 2020 till March 03, 2020, with an expected Level of Effort up to 3 non-consecutive work days

Required Skills and Qualifications:

The minimum qualifications and experiences required are:

  • Master/MS Degree (PhD will be preferred) in Education, DRR and/or related field;
  • At least 5 years’ experience of proposal development for ECHO EiE and DRR;
  • Excellent writing skills;
  • Exposure to project management, particularly in NMDs/ KP preferred.

Budget and Consultant details: 

The consultant is required to submit a detailed Technical and Financial proposal. The proposal must contain: 

  • A detailed resume of the consultant, detailing previous similar work performed.
  • Name and contact details of 2 references from previous work done in the similar field in last 3-5 years.
  • Daily rate for the assignment in PKR.
