The Aga Khan Rural Support Programme (AKRSP) is an institution of the Aga Khan Development Network (AKDN) established by the Aga Khan Foundation in 1982. AKRSP has been working in Gilgit Baltistan and Chitral of Khyber Pakhtunkhwa, Pakistan with the overall goal of improving the quality of life of the people in the programme area.

The AKRSP is seeking a high calibre professional for the position of Area Programme Manager (APM) to be based in Chitral (KPK).

Job Purpose:

The APM is responsible for overall supervision and management of the programmes and operations in designated programme areas, foster effective relationships with elected representatives, Government functionaries, local communities, AKDN agencies, development organisations and other stakeholders in the programme area. The incumbent will report to the General Manager of AKRSP.

Job Description: Major responsibilities of the APM are as following:

Programmatic:

  • Development of the annual and extended term plans and budgets for programme area through a participatory process with LSOs and multi-stakeholder in line with AKRSP’s vision, strategy and programmes;
  • Develop, implement, upscaling and re-engagement plans with communities, LSOs, government and other stakeholders;
  • Supervision, implementation and monitoring of all programmes and projects and actively support all sectoral activities supported by different donors and internal funding for effective implementation at field level and submit timely feedback and reports to AKRSP Regional and Core Office;
  • Planning and development of the human capital and mobilize resources (training, capacity building, learning events) for V/WOs, LSOs, youth organizations, business associations etc. and programme area staff;
  • Timely reporting of activities related to programmes and any emergency/humanitarian situation to the core/regional office(s) and concerned authorities;
  • Facilitating project and programme team(s) for effective implementation, analysing programme risks and managing changes to ensure project goals are achieved;
  • Monthly/quarterly monitoring of financial expenditures, review budget with regard to annual work plan (targets Vs achievements);
  • Risk and conflict management related to program implementation;
  • Development and dissemination of lessons learnt, success stories and best practices from major programme interventions;
  • Ensure timely preparation and submission of donor reports, annual work plans and annual progress report of AKRSP.

Coordination:

  • Close coordination with AKDN agencies and line departments for the delivery of social sector services and other development programmes.
  • Develop strong working relationships with District Government, line departments, LSOs and other community organisations.
  • Ensuring operational arrangements are in place for donor, Government and other external stakeholders’ visits to programme areas.
  • Represent AKRSP in AKDN forums, Government and other development and civil society organisations/forums.  

Management: 

  • Ensure human resource planning, staff development, teamwork and good working environment.
  • Ensure gender mainstreaming at all levels, within AKRSP field operations as well as programmes and projects.
  • Act as a focal person for implementation of AKRSP’s safeguarding policies.
  • Ensure implementation of AKRSP’s financial, administrative, personnel, gender etc. policies and procedures.
  • Managing a team with diverse array of talents and responsibilities.
  • Allocate resources and supplies as to ensure staff and volunteers can complete their responsibilities to their highest potential.
  • Stay abreast of donor compliances and requirements and ensure that systems are in place to support effective project compliance and positive audit results.
  • Use performance management to ensure high quality output and performance of staffs.
  • Provide strong leadership, encourage, support, coach and mentor the project team.
  • Support and facilitate staff members by developing their capacity/necessary skills to deliver programme effectively.

Required Experience: Candidate must have 10 years of experience with at least having 5 years of professional experience in managerial position in a reputable organization or an NGO is required.
