Job Description:

JOB PURPOSE: 

Sr. Manager (M&E) is responsible for guiding the M&E program strategies and providing overall M&E support to the organization. Critical tasks for the incumbent are setting up the M&E systems and ensuring they are implemented effectively by the program managers. Primarily stakeholders and implementing partners as appropriate. The M&E Manager will work closely with the various program managers and field offices to jointly develop M&E plans based on existing formal and informal mechanism, including the newly designed MIS. Through these systems the incumbent will be required to assess the overall progress of individual projects/programs, identify bottlenecks and propose solutions in a timely manner

 Key Responsibilities & Tasks

  • Conduct an assessment and gain an understanding of the current M&E mechanism within our organization, Including MIS.
  • Review and familiarize yourself with the previous program evaluation and prepare the evaluation format for the future internal evaluations.
  • Develop and implement specific reporting procedures on M&E findings for EMC/RDC members as appropriate/requested.
  • Ensure that an effective participatory M&E system is established and disseminated to concerned program personnel.
  • Carryout the M&E activities on regular, day to day basis as part of the program support team.

Direct M&E program support

  • Help develop and revise project log frame matrix, indicators, monitoring mechanism for the program annual work plans
  • Develop an overall frame work for conducting and reporting on M&E activities e.g. annual project reviews, participatory impact assessment, process monitoring.
  • Participate in design and implementation of data collection mechanism that will be used as a baseline for program evaluation.
  • Provide support to program staff in the development of the M&E component of their concept notes and proposals.
  • Develop TORs in order to engage external entities/organizations for providing M&E services
  • Prepare required analytical reports on M&E findings.
  • Make regular field monitoring visits to support implementation of M&E, identify where adaptions might be needed, facilitate and join external monitoring missions as retired.
  • Provide opportunities for M&E Trainings for project/program staff at headquarters and in the field office.

General program support

  • Assist the preparations of consolidated progress report for the organization, donor, stakeholders in accordance with approved reporting and formats and timing.
  • Develop close working relationships with the project staff and stakeholders to establish a shared vision and achieve overall project objectives.
  • Guide staff in preparing the M&E component for project progress reports for organization and donors. Together, analyze these progress reports in terms of problems and actions to be taken.
  • Guide he development of information system for M&E.
  • assist i9n preparation of project annual work plans; incorporate customized changes to the standards organizational and M&E plans.

Public and donor Relations

  • work with the program support staff, especially the communication coordinator, to help organize and prepare monthly programs reports and any other program brochures or PR materials specifically by providing human interest stories and any impact as a result of the program activities.
  • Work with the program support staff in organizing and compiling annual report and supplement PR material necessary to enhance the image of organization and our programs.
  • Participate in donor meetings, Melas and other events as requested.
  • Work with the program support staff and other program personnel to find new potential donors, identify new partners from government and civil society members and assist in the writing the M&E section of proposal on need basis.

 

Professional requirement

At least 7-8 years of relevant experience with minimum 2 year4s of professional experience in project/programme monitoring and evaluation.

Experience of working with INGO’s/donor agencies.

Demonstrated ability of implementing/coordinating M&E system for national-level development projects

Knowledge of data management and analysis tools

Demonstrated ability of implementing/coordination M&E system.
