Job Description:

  • Manage procurement functions of the Programme in compliance with donor guidelines.
  • Prepare and update procurement plans and development of appropriate procurement strategies.
  • Devise and implement procurement and contract strategy (in line with donor's procurement guidelines) including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, administration of the contract and the performance management of the contractors, legal considerations and payment conditions as well as risk assessment;
  • Finalise specifications and preparing shortlists based on needs and investigation of related market, identify suitable vendors with due consideration to price, quality, delivery time, warranty and after sale servicing where applicable;
  • Publish procurement advertisements and awards and maintaining a database on procurement activities;
  • Develop and issue invitations to bid, requests for quotation, and requests for proposals;
  • Evaluate submissions to ensure technical compliance with the project’s needs and cost-effective purchase of goods and services;
  • Effective management of contract register;
  • Effectively handle procurement related communications and reporting with all the stakeholders including donor, senior management, internal and external auditors;
  • Provide technical guidance and support to the partner organizations in all procurement functions including community driven procurement;
  • Ensure adherence to the procurement principles and highest degree of personal and professional ethics;

Relevant Experience:

  • At least 16 years of education or Masters  in Business Administration/ Management / Public Administration /Supply Chain/Law/Accounting/Engineering from a HEC recognized institue.
  • Excellent knowledge and experience of managing procurement functions of IFAD funded projects.
  • At least 7 years of experience in procurement management of projects with international or national development sector organization preferably with internal donor agencies like EU, DFID, ADB, WB or IFAD.
  • At least 1 year of experience in team management role.
  • Well versed with on-line procurement software and applications developed by different stakeholders.
  • Knowledge and experience in management of community driven procurement.Knowledge of procurement rules and regulations of Federal and Provincial Governments as well as International donor agencies particularly IFAD.
  • Strong communication and coordination skills to support the program team and partner organizations.
