An international organisation under the c/o Pakistan Red Crescent Society is looking for a Regional Sexual Gender Based Violence (SGBV) Coordinator to provide technical support to the organisation’s portfolio in Asia.

Organisational mission:

The organisation aims to relieve the suffering and save the lives of people affected by armed conflict, protracted crisis and acute disasters. We work through a combination of channels, considering collaboration with Red Cross Movement actors to respond, both in terms of efficiency and effectiveness, to any given crisis. 

The organisation focuses on programmes improving access to community health, providing basic health service to the most vulnerable communities affected by conflict and protracted crisis in Afghanistan, Pakistan, DPRK, Bangladesh and Myanmar.

Purpose of Regional Sexual Gender Based Violence Coordinator position:

The purpose of the Regional SGBV Coordinator is to support Country Offices in Asia to strengthen and develop health services, and referral pathways to complimentary services for SGBV survivors through their work with partner Red Cross Red Crescent National Societies. 

The overall responsibility as Regional Sexual Gender Based Violence Coordinator based in Islamabad, Pakistan:   

  • Supports the integration and oversees implementation of SGBV components into existing health service delivery, supports building or strengthening referral pathways to complementary health and other services, in line with the survivor-centred approach.  
  • Advises on how to develop community outreach health interventions to strengthen SGBV referrals, in accordance with the phasing of Norwegian RC SGBV project. 
  • Undertakes reviews of existing health interventions, assesses the protection risks in accessing health services and recommends risk mitigation strategies to address the concerns 
  • Based on relevant standards and protocols, develops or strengthens national societies’ professional health services and referrals to complimentary services for SGBV survivors. 
  • Trains and coaches Norwegian Red Cross and Host National Society teams on relevant SGBV standards and protocols and support the operationalization of those standards. 
  • Builds greater awareness and understanding of a survivor-centered SGBV approach and the requirements for SGBV responses. Ensures the activities undertaken by the national society is integrated into existing referral mechanisms. 
  • Ensures that Norwegian Red Cross SGBV programming is evidence-based and results-based. 
  • Enables regional and country office colleagues to understand and make use of available SGBV specific technical tools and methodologies.  
  • Promotes harmonization across regions and countries by monitoring use of standards and tools 
  • Provides surge support to other countries and regions, as relevant and upon the request of the Regional Office. 
  • Contributes to gender and diversity-sensitive planning, design, implementation, monitoring, evaluation and reporting on programs and interventions.  
  • Supports all Norwegian Red Cross health and wash professionals to apply the Minimum Standards for Gender & Diversity / Protection Gender and Inclusion and to work according to identified best practices.   
  • Coordinates the organization of the collection, compilation, data analysis and dissemination of results relevant to SGBV. Contributes to development of tools and indicators for monitoring and evaluation related to SGBV 
  • Works closely with Project Manager SGBV and relevant technical delegates and coordinators in Asia and other regions.  
  • Supports collaboration with ICRC and other Red Cross Red Crescent Movement technical personnel to enhance overall humanitarian impact in each partner country. 
  • Collaborates with other technical advisors of HQ and regions as relevant.

Education:

Doctor of Medicine (MD) and/or Masters in Public Health with experience in SGBV programming.

Experience: 

  • At least 5 years of experience, with progressive responsibilities, in humanitarian protection in complex emergencies.
  • Demonstrable experience in working in gender-based violence programming and/or coordination. 
  • Solid understanding of relevant support to survivors of SGBV, with a focus on medical and or mental health and psychosocial support  
  • Experience with case management or with Clinical Management of Rape (CMR)  
  • Group facilitation skills and experience. Experience in conducting trainings.
  • Commitment to a survivor-centered approach in the response to GBV

Other skills:    

  • English work proficiency is required; regional languages an asset.  
  • Fluency in relevant IT tools, including with Microsoft Office 
  • Understanding of quantitative and qualitative M&E research methods. 
  • Diplomacy and assertiveness; the ability to respectfully and carefully confront and discuss sensitive issues with a wide range of actors, groups and individuals. 
  • Sensitivity to and respect for a range of cultural beliefs.
