Background

Ecorys UK is seeking a highly qualified leader for the upcoming ‘Revenue Mobilisation, Investment and Trade’ (ReMIT) programme funded by DFID. The programme is to provide high quality and politically informed technical assistance to support sustained economic development in Pakistan.

ReMIT will improve tax collection and the business and trade environment, in order to promote business growth and increased investment in Pakistan. Areas of support will include tax policy; tax-related communications; investment promotion; business enabling reform; customs; trade facilitation and trade policy.

Qualifications & Experience

The individual will be responsible for the management and delivery of the programme.

The following requirements are essential:

  • Extensive experience in a leadership/management role on a donor funded project, at least 10+ years of experience
  • Experience working in South Asia on either Business Environment Reform, Trade, Customs and/or Tax programmes     
  • A strong understanding of Political Economy Analysis and adaptive programming              
  • Understanding of key approaches to Monitoring and Evaluation, Result Based Management and the delivery of Value for Money
  • Experience of engaging with multiple stakeholders

The following requirements are desirable:

  • Professional fluency in English and Urdu, as well as excellent communication skills
  • Previous experience working with DFID
  • Experience working in Pakistan
  • Experience in one or more of the following:
    • An understanding of Alternative Dispute Resolution and applying it to businesses
    • Experience of implementing a National Single Window (NSW)                                    
    • Demonstrable technical experience in International Trade, Customs and Trade Policy
    • Technical experience in Tax Policy, forecasting, tax legislation and regulation
    • Experience in Institutional Capacity Building in Trade and Finance
    • Experience of Advocacy and Communications around tax and customs
