ABOUT THE PROGRAMME

To support overall programme delivery, coordination, monitoring and reporting of DFID’s AAWAZ II programme[i], UNICEF, as the Administrative Agent and Convening Agent for the UN Joint Programme, has engaged DAI-Pakistan to set up an Alignment, Monitoring and  Results (AMAR) Unit which will coordinate and  liaise with CSOs directly contracted and  managed by the donor to implement pillars 2 and 3 of the AAWAZ-II Programme as well as UN agencies (under  a UN Joint Programme) for the implementation of pillars 1 and  4.

The AMAR unit is responsible to align and consolidate work plans, log frames, results frameworks and value for money (VfM) frameworks from both the UN Joint Programme and the CSOs. This unit is also responsible for alignment of activities, monitoring, quality assurance of results, evaluation and evidence generation across UN Joint Programme and the CSOs.

SCOPE OF WORK

Under the supervision of the Team Leader, the Programme Manager will be accountable for providing support and assistance in the overall programme coordination and management with the UNICEF, DFID and implementing partners, aligning and implementing programme workplans, contributing to programme engagement with stakeholders and to development and implementation of AAWAZ II M&E framework and capacity building support to UNICEF Pakistan.

DUTIES AND RESPONSIBILITIES

  • Develop and manage effective partnership and collaboration among UN Joint Programme, DFID and implementing partners for technical cooperation, programme development, management/coordination, information sharing and networking;
  • Follow-up and support the Team Leader on the inter-agency coordination and on AMAR leadership on sectoral coordination;
  • Act as the focal point for the Strategic Steering Committee and the M&E Working Groups;
  • Follow-up on adequate preparations of the SSC and M&E Working group meetings by ensuring timely meetings, relevant agenda, participation, implementation of recommendations, timely documentation and prepare reports on the overall analysis of the coordination functioning and effectiveness;
  • Monitor programme effectively to improve its performance develop status reports;
  • Assist in the preparation and review of terms of reference and technical specifications for various service and operation contracts;
  • Review Technical Advisors/Consultants/Suppliers progress reports, maintenance reports (payment requests, invoices, if needed) and make necessary recommendations;
  • Support development of M&E framework and tools;
  • Implement other tasks as assigned by the Team Leader.

REPORTING

The Programme Manager will report to the Team Leader.

PLACE OF WORK

The Programme Manager will be based in Islamabad with possible nationwide travel.

REQUIREMENTS

  • Master’s degree in social sciences or any other relevant field;
  • Minimum three (3) years of project management experience;
  • Minimum three (3) years of experience in coordinating with team members, donors and partners;
  • Knowledge of M&E systems and frameworks;
  • Familiarity with adaptive and culturally sensitive programming;
  • Previous management experience of staff including technical consultants;
  • Fluent in English and Urdu with excellent verbal and written communication and interpersonal skills;
  • Excellent IT skills including competence in Microsoft Office applications;
  • Proven ability to prioritize tasks and to initiate follow-through with meticulous attention to detail and high level of accuracy
