Position Objective

Public Health Supply Chain Specialist in coordination with Program team at FO and provinces will work closely with the federal, provincial and district governments. The SC specialist under the technical supervision of the National Supply Chain Coordinator for timely completion of 2020 Task Orders 3 & 4 workplan activities. In an interdependent echo system, the incumbent is expected to coordinate for the Integrated supply chain system strengthening including for the Basic Health Services (BHS) of MNCH; FP products and Public health laboratory supplies and drugs in line with GHSA/IHR. The incumbent will be responsible for:

Job Responsibilities

  1. Technical support to the project staff at national/provincial level for situational analysis of current health logistics, services and surveillance information systems; public health laboratories and drugs for priority infectious diseases;
  2. Situational Analysis and proposed model for public health laboratory supply chain network optimization in the country; Develop and propose a national laboratory transportation network optimization model (Hub and Spoke) in consultation with the public/private sector stakeholders
  3. Development of proposed supply chain framework for public health lab and ID drugs
  4. Technical Support to the Federal MoNHSR&C, provinces and districts departments of health for sustainable strengthening of public health supply chain functions; FASP, procurement, warehousing, distribution, LMIS implementation and data analytics.
  5. Capacity building of relevant stakeholders regarding health commodities logistics data analytics from Pakistan’s LMIS for evidence-based decisions.
  6. Capacity building of pilot districts staff on health commodity security analytics and monitoring
  7. Support and assist the project provincial staff in all matters related to strengthening preventative supply chains especially of those contributing towards the prevention of infectious diseases;
  8. Provide technical assistance to provinces on the use of commodity security dashboards and its linkages with SDG-3 goals and FP2020 requirements.
  9. Assist the Drug Regulatory Authority of Pakistan (DRAP) for matters related to GS1 implementation
  10. Preparation of project weekly, monthly, quarterly and annual progress reports
  11. Qualitative & Quantitative analysis of stock sufficiency & storage conditions of vaccines, contraceptives and essential health products for infectious diseases;
  12. Coordinate, facilitate and represent the high-level public sector’s meetings, workshops, and workforce development initiatives as per requirements of the project workplan
  13. Any other task assigned by the supervisor.

Job Specifications

Education: University degree with majors in Public Health, Pharmacology, Medicine, Supply Chain Management/Allied Health Sciences or any relevant field

Related Work Experience:

  • Minimum 5-10 years’ work experience in development sector in the fields of health commodities supply chain management, technical operations, health commodities logistics data management and data analytics, statistics;
  • Working experience with vertical programs (CDC, TB, AIDS, Malaria, etc.) for infectious disease prevention, diagnostic and treatment programs;
  • Demonstrated experience of key supply chain functions: forecasting, warehousing, distribution; transportation, logistics information systems i.e. LMIS;
  • Knowledge of public health financing, procurement
  • Knowledge and experience of public health systems and logistics and inventory management related to pharmaceuticals and medical supplies;

Job requirements:

  • Proficiency in English;
  • Good report writing and analytical skills;
  • Individual having certifications in logistics data analytics on supply chain management will be preferred;
