National Public Health Lab
Specialist

Position Objective

National Public Health Lab Specialist will work in close coordination with Program team at FO and Provinces under technical and administrative supervision of the Country Director for timely completion of 2020 Task Orders 3 & 4 workplan activities. The incumbent is expected to coordinate with the health services, logistics, and technology sectors related to health of Pakistan will be responsible for;

Job Responsibilities

1. Assessment of implementation status of National Laboratory Action Plan and National Anti-Microbial Resistance (AMR) Plan developed in the light of JEE 2016 recommendations;
2. Geographical mapping and situational analysis of core capacities of public/private sector laboratories i.e. practices and standards emplaced;
3. Conduct situational analysis regarding current public health laboratory supply chain management system for priority infectious diseases and AMR in line with GHSA priorities (product selection, Forecasting and quantification, procurement, storage, transportation, data reporting & visibility) and human resource;
4. Standardization of list of laboratory supplies for priority infectious diseases and AMR as per globally accepted standards;
5. Empowering national/provincial departments of health for adaptation of public health lab supply chain standards;
6. Development of national public health laboratory supply chain framework (include feasibility of Reagent Rental all-inclusive procurement model vs separate upfront capital procurement model);
7. Advocacy for inclusion of notified laboratory supplies in the procurement plans of relevant departments / programs and induction of necessary human resources;
8. Conduct funding gap analysis for public sector laboratories and map potential donors for future coordination/financial support;
9. Develop and propose a national level automated public sector laboratory Supply Chain Framework to ensure enhanced service delivery and visibility, evidence-based decision making;
10. Any other task assigned by the supervisor.

Job Specifications

Education: University degree with majors in Medicine / Microbiology / Pharmacology/ Laboratory Technology/Allied Health Sciences or any relevant field

Related Work Experience:

• A minimum of 5-10 years of progressively responsible experience of medium to large sized public health projects, preferably within the public health sector of Pakistan;
• Essential experience of providing technical assistance to the Pakistani public and/or private sector on Laboratory services management.
• Work experience in development sector, bi & multi-laterals, INGOs in the fields of health commodities supply chain management, laboratory network needs and optimization, technical operations, logistics data management, data sciences and use of statistical tools
• Knowledge and experience of public health supply chain systems; laboratory logistics and inventory management related to pharmaceuticals and medical supplies;

Job requirements:

• Proficiency in English;
• Good report writing and analytical skills;
• Individual having certifications in logistics data analytics on supply chain management will be preferred;
