Position Objectives:

The Admin/finance Officer is responsible for the management of project allocated funds to be utilized for the programs implementation. The PRCS Finance/Admin Officer will be responsible for the budget, financial administration, compiling, checking and correcting financial reports, procurement, contractual matters and insurances of the project.

Specific Duties, Responsibilities, and Accountabilities

  • Assistance on proper cash flow and cost control management of the payments, cashier, and bank related issues. Advise the programs staff on financial and administrative matters.
  • Coordinate the compilation of the program budgets and Monitor the budgets of the project and ensure accurate accounting
  • Compile accurate, regular and timely financial reports of the program budgets to be submitted to the donor through NHQ.
  • To check and correct PRCS financial reports on the programs on proper charges made and to the appropriate and correct budget lines charging before reporting is submitted to the donor through NHQ
  • To set-up and maintain an accurate financial and administrative filing system
  • Support in purchasing of all goods, supplies and equipment for the programs. Supervise documentation related to procurement.
  • Maintain accurate register of the assets and goods of the program and property and ensure that accurate systems are in place and maintained.
  • To assist in budget monitoring, in order to prevent under and over expenditures and to ensure that all programs expenditures are spend according with the prepared and agreed programs budgets and/or plans of action
  • To arrange timely payroll sheeting of each PRCS programs staff and timely payment of salaries and travel costs (per diem, accommodation and transport expenses). Timely payment of taxes.
  • To ensure and maintain proper documentations and filing related to HR issues of the programs, such as contracts, job descriptions, staff recruitment procedures, any leaves of the PRCS programs staff etc.
  • To train, support and advise the PRCS programs staff in the financial reports and administrative systems
  • To procure goods and services and keep documentation to full audit trail standards, and provide, advise/negotiate contracts required by the Delegates for goods and services
  • To perform other duties and tasks, as required in non-routine circumstances, from time to time

Education

  • University degree in Accounting or Business Administration, an equivalent combination of relevant training and experience in in similar fields.

Experience

  • Minimum three year experience in Accounting and Finance; knowledge of SAP, excel and other office applications; ability to work to deadlines on long hours and under significant professional and environmental pressure; ability to work independently; strong interpersonal skills, flexibility and patience

  • Good reporting skills.
  • English language skills as appropriate to the study.
  • Adaptable, committed and flexible attitude.
  • Computer skills, including MS/World and e­mail.
  • Working experience with Red Cross Red Crescent Movement/ humanitarian/ rescue and relief organization will be an advantage

Skills/Knowledge

  • Fluency in spoken and written English.
  • Certification in Project Management would be added value.
  • Good Command over the Microsoft Office (word, excel & power point).
  • Strong monitoring, evaluation, & analysis skills would be required.
