Position Objectives:

This position will be the technical lead for ensuring the approaches to Community Based Disaster Risk Management (CBDRM) applied in Project meet the standards agreed.  S/he will provide technical guidance, monitoring and support to PIU & district staff, partners, government line departments on CBDRM/ DRR / Disaster Risk Management (DRM).  Developing and conducting relevant capacity building initiatives for the project staff, capturing learning and best practice will be an important part of their role.  Crucially they will be the focal person for the PRCS that will provide technical assistance on CBDRM as part of the project through trainings or other on field activities.

Specific Duties, Responsibilities, and Accountabilities

  • Coordinate and supervise CBDRM activities. This includes providing technical guidance, developing work plans, monitoring implementation and impact, ensuring that project deliverables are timely completed
  • Assist in developing guidelines/SoPs for CBDRM activities and ensure the enforcement the implementation process as described by PIU for increased programme quality
  • Assist Project Coordinator, other project staff and partners to elaborate the project strategies for
    • formation of disaster management committees at village level,
    • capacity building of community structures including committees and forums
    • registration with local authorities
    • mobilize and involve these structures to support the associated sectoral interventions
    • Assist in DRR/DRM mainstreaming in WASH, shelters, DRR/livelihood , Y & V
    • Ensure inclusion of gender age and disability, DRR, protection, environment
    • To provide technical support to partners in ensuring that CBDRM related activities are according to the work plans and the modality document developed by PIU
    •  Documenting in the timely manner, all progress challenges, and learning for future implementation of similar projects and accountability
    • Ensure CBDRM programme tools are appropriately adapted to the relevant field context by monitoring the use of tools and if necessary contributing to the revision of tools
    • Provide necessary training for project staff to develop skills and capacities for disaster risk reduction strategies
    • The CBDRM officer may be called upon as part of his/ her roles and responsibilities to participate in and/ or provide support to emergency response situations when and where required in consultation with his/her line manager.

Education

  • An advanced degree (16 years of education) from nationally/ internationally recognized degree in any of the subjects i.e. Disaster Management, Crises Management, Social Sciences, Humanitarian affairs, Public Policy/ Public Administration or any related Technical disciplines.

Experience

  • At least 5 years of experience of managing and implementing Resilience and DRR programmes preferably with an International NGO
  • Project implementation experience related to Tsunami & EQ in coastal areas of Pakistan
  • Strong understanding of Disaster Management System/framework and DM guidelines and regulation of NDMA and functionality of PDMA (Sindh & Balochistan)
  • Experience of working with govt. institutions in areas of (a) project management, monitoring and evaluation; (b) institutional and technical capacity building of government institutions; (d) facilitating/coordinating planning.
  • Strong understanding of Resilience and DRR sector challenges in coastal areas of Sindh & Balochistan
  • Experience in undertaking need assessments and quantitative/qualitative research
  • Experience in capacity building and working in a partnership mode with local NGOs
  • Effective multi-tasking, flexibility, organizational capacity, prioritization skills are necessary
  • Hand on expertise on development of District and Sub-District/Tehsil Preparedness, Mitigation and Response Plans
  • Excellent written and verbal communication skills in English
  • Working experience with Red Cross Red Crescent Movement/ humanitarian/ rescue and relief organization will be an advantage

 

Skills/Knowledge

  • Fluency in spoken and written English.
  • Certification in Project Management would be added value.
  • Good Command over the Microsoft Office (word, excel & power point).
  • Strong monitoring, evaluation, & analysis skills would be required.
