JOB SUMMARY:

CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE International in Pakistan (CIP) has been responding to major disasters and undertaking an array of development projects. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. Health and education, with particular focus on women’s economic empowerment, are some of CARE’s core identified program areas in Pakistan, as part of its Long-Range Strategic Plan. 

CIP is currently recruiting for a Project Manager for it’s Earth Quake Response/Relief Project in Mirpur AJK. The PM will Lead the delivery of CARE’s Emergency response in the selected area under the guidance and supervision of Humanitarian Programme Manager. The PM will also provide guidance, support to and monitor project interventions as outlined in the proposal while working closely with our partner organization in the field.

JOB DESCRIPTION

Job Responsibility #1 Assessment, Program design, planning and Implementation

  • Ensure assessments are executed and from them an integrated response, implementation and exit strategies are developed those are need based while considering the local context and change in the situation
  • Regularly participate in Project review meetings, represent CARE at provincial and district level clusters and feed field information to Country Office
  • Coordinate the development of the project implementation plans and all its components to be implemented in AJK.
  • Work with procurement team for market assessment for selection and purchase of appropriate relief items food and shelter etc.
  • Supervise the baseline survey at the respective area and involve MEAL and partner staff in the process of Baseline and End line surveys
  • Design and finalize SoPs for the interventions as a guiding document
  • Participate in project design and proposal preparations for institutional and public funding
  • Ensure that all information relevant with project (programmatic and technical), networking or other communications with CARE staff, management and external interlocutors is passed in a complete, accurate and timely manner.
  • Ensure CARE MEAL guidelines are followed and reported on time to the CO

Job Responsibility # 2: Program Support & Finance

  • Coordinate with CO and ensure that program support functions are available to guide and support for the project implementation in accordance with CARE policies and procedures
  • Ensure compliance with all legal, contractual, labor and statutory obligation of the country.
  • Ensure establishment and maintenance of a functional procurement and supply chain management system in coordination with operations department
  • Review, monitor and manage the budget allocated for the project and ensure budget is utilized efficiently in-line with donor requirements and regularly provide feedback on Budget Variance Analysis to track program spending/ budget with the Line Manager and work closely with the partner for the same.
  • Ensure proper verification of all supplies before procurement and delivery to the project sites for quality purposes in collaboration with the logistics team in accordance with CARE policies and procedures.
  • Work with Logistics team to develop a procurement plan for supplies during humanitarian response, including (procurement of contingency stock if required).

Job Responsibility #3 Advocacy and Humanitarian protection:

  • Identify with implementing partner the humanitarian protection issues in the area faced by those affected by the earthquake
  • Identify the issues of humanitarian access in the targeted areas
  • Ensure voices are heard at appropriate forums through advocacy and networking while involving other humanitarian partners including National Humanitarian Network (NHN) and clusters
  • Highlight the protection issues with particular focus on women and children’s protection needs

 Job Responsibility #4 External Liaison, Reporting and Representation:

  • Establish and maintain good relations with government counterparts
  • Network and liaise with other NGOs or INGOs working on Earth Quake Response.
  • Ensure that CARE’s Safety and Security Protocols are fully understood and followed

Perform other duties as assigned by the Humanitarian Programme Manager, ACD-P, CD, or another delegated member of the Country Office’s senior management team.

QUALIFICATIONS (KNOW HOW)

Education/ Training:

  • Bachelor's degree in Social Sciences, Development Studies or relevant area; Master's degree will be preferred.
  • 6-9 years humanitarian aid experience in complex emergency response
  • Strong and Demonstrated experience in working with local partner organization
  • Demonstrated experience of working in volatile and highly insecure operating environment
  • Experience in project/program management, monitoring and managing budget
  • Demonstrated experience of gender sensitive programming
  • Experience working with INGO’s, National, Provincial and district governments

Technical Skills:

  • Good project management and partner management skills.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels.

Competencies: 

  • Project management and representation. Strong coordination skills with the ability to manage information including report writing and presentations.
  • Technical writing and information analysis.
  • Fluent in English and Urdu.
  • Sensitive to the needs and priorities of disadvantaged populations.
  • Demonstrated experience of integrating gender and diversity issues into public health promotion.

Working Conditions and Level of Travel Required:

This position involves 70% travel, the incumbent will be based in Islamabad with frequent travel to the earth quake affected area.
