DAI is currently accepting applications from senior and mid-level candidates for long-term positions for an anticipated tender of an education programme supported by the Department for International Development (DFID), with the aim to improve learning outcomes and teaching practices, through improved evidence and practice to inform education policy-making and service delivery.

Candidates with the requisite experience and skills detailed below are encouraged to apply.

  • Programme Managers with demonstrated experience in successfully working on donor funded, complex and large-scale development programmes, with multi-year budgeting and work planning cycles; provision of technical assistance to government agencies; grants managements; stakeholder and team management; and working with nationally and internally based teams.
  • Technical leaders with demonstrated experience in designing and delivering donor funded, social development projects especially in education system strengthening, evidence-based policy advocacy, data analytics, education data-systems, learning assessments, and innovation in education. An in-depth understanding of the political economy of education in Pakistan and a demonstrable, senior level experience in one of more of the following areas is required:
  • Research with prior experience of designing and leading quantitative and qualitative research studies to understand the education landscape in Pakistan. Experience of conducting large-scale learning assessments and impact evaluations is required. 
  • Innovation with prior experience with designing and implementing innovative solutions for complex problems in education and/or social sectors. An in depth understanding of emerging public-private partnership models and innovative approaches for improving learning outcomes of children.
  • Data and evidence with prior experience of conducting data analytics to inform policy-making in education. Strong grasp of data management and visualization tools is required. Experience of conducing large-scale surveys and learning assessments, is preferred.
  • Advocacy with prior experience in supporting evidence lead policy and decision-making in education; and increasing accountability of the government to improve the provision of education. Experience of leading and managing high impact advocacy campaigns, preferably to demand children’s greater access to quality education, is preferred.
  • Grants management with prior experience in management of donor-funded grants programs to national civil society organizations.  
    • Monitoring, evaluation and learning with prior experience of developing and implementing monitoring, evaluation, learning and knowledge management strategies for large and complex programmes with DFID’s M&E methodology. Understanding of development frameworks such as, log-frame, results/ performance management framework, risks assessment and mitigation strategies, value for money framework. 

 Minimum qualifications include:

  • A Master’s degree, preferably in education, political science, public policy and/or economics.
  • Demonstrated understanding of challenges, roadblocks, opportunities and entry-points in Pakistan’s education sector, especially state-led education provision.
  • Strong presentational skills, including both written and oral communication in English and Urdu are essential.
  • A professional, pleasant and solution-oriented attitude, with a passion for improving social developments outcomes, especially in the education sector are key qualifications.
  • Ability to travel nationally.
  • At least 8-12 years of technical and management experience working in international development programs, ideally education, in one or specializations listed above.
  • Demonstrated experience on donor funded programmes, especially those supported by DFID.
  • Demonstrated experience working with government counterparts at federal/provincial level. Experience with the public sector such as Ministry of Education and education departments is preferred.
