Objective of the Consultancy

The objective of the position is to monitor and coordinate the activities of  Minister of State and Special Assistant to the Prime Minister for Health (SAPM/MHs) as appropriate.

Principal Duties and Responsibilities

The consultant will undertake followings duties and responsibilities:

  1. The SO shall work under the overall supervision of the SAPM/MH;
  2. The SO shall provide support for the SAPM/MH, by serving as a point of administrative contact and liaison with other offices, individuals, and external institutions and agencies (including the private sector) on a range of specified issues, including key priorities of the Global Health Security Agenda, Public Health Supply Chain and International Health Regulation;
  3. The SO will gather, enter, and/or update data to maintain the SAPM/MHs’ records and databases, as appropriate; and shall also establish and maintain files and records for the Minister;
  4. Monitor and coordinate the SAPM/MHs’ activities as appropriate and prepare internal reports and participate in planning and management, as required;
  5. Shall organize and facilitate meetings, conferences, and other special events, as required;
  6. Assist with project development and planning to ensure more efficient service and organization of the office. This includes, planning and prioritization to meet targets; and monitoring/coordinating the implementation of action points and decisions made during meetings;
  7. Assist in the coordination, supervision, and completion of special projects, as appropriate;
  8. The SO may supervise personnel which can include recommendations for actions to be taken, work allocation and problem resolution.
  9. Perform miscellaneous job-related duties as assigned.

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor’s degree is required. Master’s degree in a related field highly desirable.
  • 4 to 6 years substantive experience in a fast-paced organization, ideally within health or public policy setting.
  • Demonstrated outstanding presentation, organization, facilitation, interpersonal and communication skills, and previous experience working to support senior executives.
  • Knowledge of the Microsoft Office suite (Microsoft Word, Excel, PowerPoint and Outlook), and databases and/or data management tools.
  • Must have excellent research and writing skills, ability to multi-task complex initiatives.
  • Ability to follow technical direction as delivered by SAPM/MH
  • Ability to present yourself professionally in a government environment and to inspire confidence with those with whom you have contact
  • Self-directed and able to perform assignments independently
  • Strict attention to detail and commitment to follow-through.
  • High integrity, with the ability to maintain confidentiality of sensitive information, responding effectively to inquiries.
  • Critical thinking and analysis
  • In-depth knowledge of office and administrative procedures and workflow
  • Ability to respond appropriately to pressures, deadlines, and frequent changes in schedules and priorities.

Period of Performance and LOE

The expected duration of the assignment is nine (9) months from November 1, 2019 to July 31, 2020 with a total LOE (Level of Effort) of 180 days distributed as maximum 20 working days per month.
