Chemonics International seeks a Grants Manager - Post Award for Grant Fund (called the Challenge Fund) for its USAID Small and Medium Enterprises Activity (SMEA). SMEA is a 5-year, $35 million project that is aimed at improvement of financial and operating performance of small and medium enterprises (SMEs) in Pakistan in selected high-performing industrial, manufacturing and services sectors. Through Challenge Fund grants program, SMEA will support the creation and diffusion of innovative, sustainable, and scalable business solutions to the competitiveness challenges facing Pakistani SMEs.

The Grants manager – Post Award will work in close coordination with Challenge Fund team and will report directly to the DCOP. This position will be responsible for assisting in implementation tracking and compliance of awarded grants. The Grant manager – Post Award’s responsibilities will range from providing support in financial management and administration to mentoring and progress tracking of grantees. This position will be based in Islamabad, Pakistan.

Job Description:

  • Contribute to the technical and financial implementation of the Challenge Fund by taking lead on post award aspects of grants as per the approved grant agreements and grants manual.
  • Ensure that the awarded grants target beneficiary groups, in accordance with USAID guidelines and SMEA work plan targets
  • Coordinate with and provide feedback to CF team and DCOP regarding grantee progress as per the agreed milestones/agreements.
  • Identify and report potential problems/issues which might affect grantee’s ability to achieve milestones or targets on time. Where required prepare a corrective action plan for grantee.
  • Take lead in the oversight of grant implementation.
  • Work with the finance team to ensure the timely release of grant payments to grantees.
  • Work with the CF and Communications team for promotion of the Challenge Fund grantees.
  • Work with the M&E team to ensure that USAID specified objectives of the fund are measurable and reported at all stages. Maintain close liaison with M&E during the implementation of grants
  • Draft periodic reports on the challenge fund grantees for SMEA management as well as USAID.
  • Periodically visit grantee sites to check live progress.
  • Where required assist CF team during grant evaluation or award stages.
  • Any other task assigned by DCOP or COP

 Qualifications:

  • A Master’s degree or higher related to finance, business administration, economics, or commerce.
  • At least 7 years of experience in managing donor-funded, large-scale grants/compliance program design and administration.
  • Ability to perform successfully as a member of multiple project-related teams
  • Strong computer literacy skills required in word processing, spreadsheets, presentations, web browsers, and email
  • Excellent communications and writing ability in English
  • Demonstrated successful interpersonal skills
  • Fluency in both English and Urdu required; other Pakistani languages preferred
