Objective of the Consultancy

The objective of the position is to advise the Minister on the ongoing strategic and technical health related activities under the Ministry of National Health Services, Regulations and Coordination.

Principal Duties and Responsibilities

The consultant will undertake followings duties and responsibilities:

  1. Working under the overall supervision of SAPM/MH, the SA shall be a key member in the SAPM/MH’s team, advising and leading technical as well as tactical projects portfolio assigned per the Health Vision of Government of Pakistan by the SAPM/MH
  2. Advise and assist in implementing Key priorities of Global Health Security Agenda (GHSA), Public Health Supply Chain and International Health Regulation (IHR)
  3. Advise and assist with the supervision of PC1s and relevant CDWP meetings at the Planning Commission
  4. Advise and assist in coordination of preventive programs funded by GAVI/GFATM, all UN orgs and WHO etc.
  5. Advise and assist in International and National collaboration and coordination with multiple stakeholders including but not limited to health and population departments, philanthropists and international multilateral and bilateral donor organizations, partners and private sector
  6. Advise and assist in tobacco control
  7. Coordinate with population welfare wing
  8. Advise and assist on the model health care system (HCS) for Islamabad capital territory (ICT) for universal health coverage (UHC) for over 2.2 million people, including coordinating health commodity and supply chain components through liaison with the USAID GHSC-PSM Project.
  9. Advise and assist in linkages with health commodity and supply chain considerations as health programs and initiatives are introduced or scaled up within the country e.g. linking with the USAID GHSC-PSM Project.
  10. Portfolio Management of projects including ICT based HCS and Sehat Insaf Card including roll out, progress measurement, monitoring and corrective actions
  11. Advise and assist on uplifting and infrastructure development of Community Health Centers / Basic Health Units (BHU) while establishing a functional system based on primary healthcare and its deployment, including: identification of gaps and evidence-generation for planning; to human resource for health’ staffing while also increasing capacity of multi-disciplinary teams;  to strengthening of lady health workers service delivery; to robust and timely information systems; to improving the logistical and drug supply management system and regulatory environment; to implementation of primary healthcare driven essential Health Services Package ensuring efficient, equitable, accessible and affordable health services to support people and communities
  12. Supervision of inter-sectoral interventions to functional referral system with Health Management Information System (HMIS), including data linkages of primary health centers with secondary and tertiary healthcare institutions for timely treatment.
  13. Advise and assist on all ongoing strategic and technical projects, international commitments including but not limited to attainment of SDGs

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Minimum of a Master Degree in Public Health, International Health, or Social Sciences from a recognized institution and/or clinical qualifications. Educational specialization in epidemiology is highly desirable.
  • Specialized experience in management of health programs is required. The incumbent will have at 10 years of progressively responsible experience in designing, implementing and managing public health programs. Demonstrated technical leadership, program management, strategic planning, monitoring and evaluation, policy experience and problem-solving skills working on complex projects are required
  • Experience with a wide range of health and broader health development issues such as supply chain, management information system, program evaluation, democracy and governance.
  • Expert knowledge of program performance monitoring and reporting; procurement policies and procedures; strategic planning; and evaluation of programs/projects/activities.
  • Experience working for USAID, GAVI or the Global Fund, international development organization or non-governmental organization in an overseas context is a plus.
  • Knowledge of the objectives and operations of the program activities of international donor(s) or non-governmental organizations, is highly desirable.
  • Must have proven ability to communicate quickly, clearly and concisely – both orally and in writing in
  • Excellent verbal communication skills, tact and diplomacy are required to establish and develop sustainable working relationships at the highest level. Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners and team members. Ability to communicate technical information to health and non-health audiences. Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.

Period of Performance and LOE

The expected duration of the assignment is nine (9) months from November 1, 2019 to July 31, 2020 with a total LOE (Level of Effort) of 180 days distributed as maximum 20 working days per month.

The consultant will report to the SAPM/MH and Country Director, GHSC-PSM project
