Objective of the Consultancy

Under the overall directions and guidance of the Ministry of NHSR&C, this position will be responsible for managing the social media profile of Health Ministry, and executing the dissemination strategy. The activities will include but not limit to developing and maintaining blogs, video feeds, trending social networking sites and resource centers. In addition, developing and delivering social media optimization (SMO), and staying current with social media trends is required. The composition of blogs and feeds will include comprehensive analytics, data presentations, and resource management reports. The consultant will have a demonstrated history (preferably public sector) of working in a fast-paced environment while delivering multiple projects on schedule, on budget and with no errors.

Principal Duties and Responsibilities

The consultant will undertake following principal duties and responsibilities:

  1. Manage social media profiles and execute the dissemination strategy;
  2. Develop and maintain blogs, video feeds, trending social networking sites and resource centers;
  3. Develop and deliver social media optimization (SMO), and stay current with social media trends;
  4. Compose blogs and feeds that will include comprehensive analytics, data presentations, and resource management reports;
  5. Complete assigned contract deliverables, including required reports, within established timeframes

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor's Degree, preferably in Communications, Public Relations, Marketing, Journalism, or Political Science
  • At least 5-year experience of developing, deploying, managing and enhancing a variety of social media platforms
  • Having worked on various health issues for their promotion and propagation through social media will be an asset.  

In addition, the candidates should have:

  • In-depth knowledge and understanding of social media platforms and their respective participants (Facebook, YouTube, Twitter, Flickr etc.) and how they can be deployed.

Ability to effectively communicate information and ideas in written and verbal format.

  • Knowledge of the opportunities that communication platforms can bring to health
  • Team player, with the confidence to take the lead and guide other departments when necessary.
  • Good technical understanding and can learn new hardware and software quickly.
  • Public relations, marketing, sales, community management experience

Period of Performance and LOE

The expected duration of the assignment is six (6) months with a total LOE (Level of Effort) of 120 days (i.e. November 01, 2019 to April 31, 2020), distributed at maximum 20 days per month.

Supervision

The consultant will report to the SAPM/MH and Country Director, GHSC-PSM project
