Job Summary

M&E Specialist will support in development and implementation of humanitarian program across the country. S/he will support in program design and M&E in compliance with donor and the organization policies/procedures. M&E Specialist primary responsibility will be timely preparation and submission of M&E deliverables (Log-frame matrix, M&E plan, Indicators Performance Tracing Tables) and performance reports. S/he will set up performance management system to assure accurate segregated[1] data collection for humanitarian needs assessment, baseline values, targets and end-line on sectorial indicators and beneficiaries both at program and projects levels. M&E Specialist will provide managerial and technical guidance in development and implementation of M&E data management (collection, analyses and reporting) system to enable in-formed decision-making and meet the external/internal reporting requirements. S/he will support humanitarian program/projects evaluation and field physical verifications of on-going and completed interventions. S/he will provide technical support to implementing/strategic partners on reporting templates, progress reporting and M&E capacity building and work collaboratively with her/his team.  Her/ his work scope will cover both ‘’relief multiple projects” and “humanitarian capacity building” and will provide managerial support to M&E team.

We have adopted a PRINCE-2 (Project in Controlled Environment) method for smooth implementation, where a project board is appointed to  provide overall direction and management of the multiple projects for relief/recovery response and as well as undertaking the capacity building activities with selected NGOs and relevant Disaster Management Authorities (DMAs). M&E Specialist will provide support to the team in implementation of projects/program through Prince-2, participate in project board meetings for progress review, input on projects quality register, project assurance, project field end verifications, lesson logs and dealing with issues & off specifications related to M&E and quality aspects.

Specific responsibilities:

1.      Provide support in design and implementation of humanitarian program, tracking funding opportunities, review and tracking the changes in proposal development guidelines (donor). Provide support in projects proposals finalization and cost modifications.

2.      Participate in disaster response projects funding proposals review process with review panel and provide technical feedback during review process both in writing, through discussion and to be actively involved in proposal selection process.

3.      Lead and ensure the disaster response program and multiple projects damage and needs assessments; projects (multiple sectors/sub-sectors) baseline and end-line assessments authentic data/reports.

4.      Assure preparation/updating M&E deliverables (LFM, M&E plan, IPTT, performance reports), both at program and projects levels, as per the donor compliances.

5.      Assure operative M&E framework, tools and procedures to plan and determine effectiveness of NGOs and DMAs humanitarian response capacity building and institutional strengthening interventions.

6.      To take lead in Program’s monitoring and evaluation system development and maintenance as per the requirements.

7.      Ensure clear and transparent reporting within programs, including managing the reporting process to ensure the quality and consistency of reporting.

8.      Capacity building of staff (both partners and organization) regarding the monitoring of the project activities and public relations issues.

9. To manage, supervise and support staff reporting to this position using performance monitoring and appraisal tools. Ensure appropriate adherence of the organization’s safe guarding policies.   

10. In Project Management through Prince2 provide support to Senior User/Dy. Director, and Project Board by taking M&E Assurance role.

The M&E specialist may be called upon as part of his/her role to participate in and/ or provide support to on-going programmes/projects when and where required in consultation with his/her line manager.

Person Specification

Qualification/Education:

  • A minimum of Master degree in statistics, demography, populations studies, economics, public health or related social sciences field, PHD a distinctive advantage.
  • Knowledge of the humanitarian principles, core humanitarian standards (CHS), other technical standards i.e.  SPHERES. LEGS, etc.

Experience:

  • At least 6 years specific M&E positions work experience with NGOs/institutional donors.
  • Experience on working in humanitarian emergency responses and adequate understanding of Humanitarian Architecture.
  • Knowledge of USAID/OFDA M&E performance measurement system and related compliances.
  • Technical proficiencies in multi-sectors (livelihood/food security, health & nutrition, WASH, economic recovery, cash transfer programing etc.)
  • Excellent quantitative research skills particularly households surveys, field data collection, routine data quality checks/validation and statistical analysis autonomously. 
  • Expertise in designing and reporting damage & needs assessment; baseline, end-lines and evaluations of humanitarian response projects.
  • Demonstrated expertise in setting-up project performance measurements include logical framework matrix (LFM), M&E plans, IPTT etc.
  • Demonstrated skills in integrating gender equality, protection, environment, risks and vulnerabilities in M&E data collection instruments and reporting.
  • Experience in managing sub-awards/projects M&E with local implementing NGOs and their capacity building endeavours
  • Excellent writing skills and the ability to document clearly and succinctly for internal and external audiences
  • Demonstrated experience in working within teams and working to short deadlines
  • Willingness to travel to/work in different parts of Pakistan
  • Thorough understanding of and commitment to adhere to Organization’s safeguarding commitments that include but not limited to:

Desirable:

  • Experience in multiple projects M&E management
  • Experience on working in emergency humanitarian response and adequate understanding of Humanitarian Architecture
  • Successfully completed Prince -2 Practitioner certification.
