Job Description:

Chemonics International seeks a qualified individual for the role of Team Leader for a multi-year DFID-funded programme based in Islamabad with operations in Punjab and KP provinces to improve tax collection and improve the business and trade environment to promote business growth and increased investment in Pakistan. Technical areas of support include tax policy, tax-related communications, investment promotion, business enabling environment regulatory reform, customs, trade facilitation and trade policy.

The Tax Revenue Mobilisation Lead will provide technical leadership on policy, institutions, procedures, regulations and legal issues and programme activities related to tax revenue mobilization in Pakistan. He/she will report to the Team Leader.

Qualifications & Experience:

• Advanced degree in a relevant field such as economics, business, public finance, or public administration.
• Minimum of 10 years of relevant experience working in tax revenue mobilisation with ability to support and oversee teams supporting tax policy reform, tax policy implementation, taxpayer analytics, and revenue management information systems.
• Experience supporting the Federal Board of Revenue on tax reform; closing the gap on Pakistan’s tax potential; improving federal provincial coordination, and public advocacy/communications on the tax agenda.
• Proven success working with multiple and diverse stakeholders on international development programmes.
• Demonstrated leadership, versatility and integrity.
• Proficiency in English and Urdu required.
