Objective of the Consultancy

The objective of the consultancy is to conduct gender differential analysis with respect to health product availability to the women population of the country along with in-house capacity building of PSM staff on gender disparity issues.

Principal Duties and Responsibilities

The consultant will work under direct supervision and guidance of the Country Director with 45 days of LOE (Max 15 days per month), in coordination with National Supply Chain Coordinators. He/She will be responsible for conducting gender differential analysis with respect to health products availability to the women population of the country. Following are the principal duties and responsibilities:

  1. Design and conduct a two-day training of PSM staff on gender issues and solutions related to FP, MNCH and infectious diseases supply chains to enhance in-house capacity on improving service delivery ability to provide health products to women;
  2. Develop data acquisition tools to conduct gender disparity analysis;
  3. Based on available data, conduct gender disparity analysis on “availability differentials” related to MNCH and infectious diseases supply chain for male and female populations (neonates, infants and children) and develop report with recommendations;
  4. Conduct analysis for increased utility of FP products among eligible male population and develop report with recommendations;
  5. Share gender disparity analysis reports with relevant stakeholders.

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in Public Health, Epidemiology, Biostatistics, Gender studies preferred.
  • Minimum of five (5) years of experience in relevant field. Experience with development sector preferred
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required

Deliverable(s):

  1. Data acquisitions tools to conduct gender disparity analysis
  2. Gender disparity analysis report with recommendations on “availability differentials” related to MNCH and infectious diseases supply chain to female population (neonates, infants and children)
  3. Gender disparity analysis report with recommendations for increased utility of FP products among eligible male population
  4. Two-day training of PSM staff on gender issues and solutions related to FP, MNCH and infectious diseases supply chains

Period of Performance and LOE

The expected duration of the assignment is from three (03) months with a total LOE (Level of Effort) of 45 days (i.e. November 01, 2019 to January 31, 2020). This is distributed as maximum 15 working days per month.

Supervision

The consultant will report directly to the Country Director
