Objective of the Consultancy

The consultant  under direct supervision and guidance of the Country Director and National SC Coordinators will be responsible for development of Health Information System Strategy for model Islamabad Capital Territory (ICT) as part of integrated ICT model strategy, architecture and design of an integrated information system on to one platform (DHIS-2) and to develop an online system of recording infected travelers at all entry-exit ports of Pakistan in collaboration with the Central Health for Establishment (CHE), Ministry of National Health Services, Regulations & Coordination (MoNHSR&C).

The consultant will also be responsible for providing technical assistance to UNICEF HLMIS Project for improving quality performance of MNCH LMIS

Principal Duties and Responsibilities (Essential Functions – GHSC-PSM project)

The consultant will work in close coordination with Supply Chain Coordinators, with 72 days of LOE (18 days per month), is responsible for the following principal duties and responsibilities:

  1. Conduct situation analysis of fragmented health information environment of Pakistan health sector;
  2. Develop architecture and design of an integrated health information system onto one platform (DHIS2) with incremental functionality and decision making for next five years;
  3. Develop Health Information System Strategy for model ICT based on work established under model ICT supply chain strategy including Drug & Device Management Information System (DDMIS) module;
  4. Development of online beta version of CHE module with testing and applying quality assurance checks on the module;
  5. Finalization of the online CHE module;

Principal Duties and Responsibilities (Essential Functions – UNICEF HLMIS Project)

To cater for shared LOE of 8 days (2 days per month), with UNICEF HLMIS Project, the consultant will be responsible for facilitating the Deliverable-5 of the Project in following manner:

  1. Conduct third party review of MNCH LMIS software design for Punjab and Sindh provinces and recommendations of improved quality performance of the software; and
  2. Develop roadmap highlighting incremental enhancement of MNCH LMIS software for the next five years

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in Information Technology, Computer Sciences required.
  • Minimum of ten (10) years of experience in relevant field. Experience with development sector preferred
  • Excellent interpersonal and communications skills
  • emonstrated leadership, versatility, and integrity
  • Fluency in English required

Period of Performance and LOE

The expected duration of the assignment is three (03) months with a total LOE (Level of Effort) of 50 days.

Supervision

The consultant will report directly to the Country Director

Note:

  • The above consultant will work in close collaboration with the Model ICT Supply Chain Strategy and CIP Advisor
  • Scope of work can be changed as per the advice by the donor
