Objective of the Consultancy

Supply Chain MEL Advisor under supervision and guidance of the Country Director and in close coordination of National Supply Chain Coordinators will develop guidelines for supply chain management a of products specific to infectious diseases and also supply chain monitoring tools and standards for Govt. of KP. The consultant will also provide technical assistance to UNICEF HLMIS Project for development of Project performance management strategy and multi-level monitoring tools for Sindh & Punjab.

Principal Duties and Responsibilities (Essential Functions – GHSC-PSM project)

The consultant with 60 days of LOE (15 days per month), in coordination with National Supply Chain Coordinators, will be responsible to provide technical assistance for development of Project MEL and strategies and protocols for infectious diseases, supply chain guidelines for infectious disease prevention for the Government of Khyber Pakhtunkhwa. The consultant will also provide technical assistance for strengthening supply chain MEL and use of data. Following are the principal duties and responsibilities:

  1. Develop Project MEL plan;
  2. Develop scheme of visualization optics/dashboards from the existing data pertaining to products preventing infectious diseases;
  3. Conduct a detailed assessment of supply chain monitoring tools, standards and variables related to the products preventing infectious diseases at all primary, secondary and tertiary levels for the Government of KP;
  4. Design, develop and submit all applicable tools, strategies, protocols at primary, secondary and tertiary care level for monitoring of products preventing infectious diseases ;
  5. Devise draft provincial level supply chain guidelines for infectious disease prevention encompassing all thematic areas including forecasting and supply planning, procurement, storage & distribution, management information system and monitoring evaluation and learning;
  6. Submit a plan for capacity building of relevant government staff on supply chain guidelines and supply chain monitoring tools and strategies;

Principal Duties and Responsibilities (Essential Functions – UNICEF HLMIS Project)

To cater for shared LOE of 20 days (5 days per month), with UNICEF HLMIS Project, the Supply Chain MEL Advisor for  in coordination with National Supply Chain Coordinator – MEL and Training is responsible for facilitating the Project in MEL related activities in the following manner:

  1. Develop Performance management strategy for MNCH supply chains for Punjab and Sindh provinces; and design, develop and test key performance indicators
  2. Develop multi-level monitoring tools for Sindh and Punjab related to process and output monitoring

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in Public Health, Epidemiology, Biostatistics required.
  • Minimum of ten (10) years of experience in relevant field. Experience with development sector preferred
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required

Deliverable(s):

GHSC-PSM Project

  1. Project MEL plan
  2. Tools, strategies and protocols;
  3. Supply chain guidelines for infectious disease prevention;
  4. Plans for capacity building of relevant staff in focused districts on supply chain guidelines and monitoring tools and strategies;

UNICEF HLMIS Project

  1. MNCH SC ME&L framework
  2. MNCH LMIS key performance indicators along with indicator reference sheets
  3. Monitoring tools for project process and output monitoring

Period of Performance and LOE

The expected duration of the assignment is four (04) months with a total LOE (Level of Effort) of 80 days (i.e. November 1, 2019 to February 29, 2020) This is distributed as 15 working days per month (60 days)  for GHSC-PSM Project and distributed as 5 working days per month for (20 days) UNICEF HLMIS Project.

Supervision

The consultant will report directly to the Country Director.

Note:

  • Scope of work can be changed as per the advice by the donor
