2.     Overall Purpose/Broad Function:

The National Project Manager Wheat Flour Fortification will support the Technical Director to implement all aspects of the Wheat Flour Fortification component of FFP. This will include:

  • Support for project planning;
  • Close coordination with key government and industry stakeholders at national and provincial levels to establish multi-stakeholder coordination platforms;
  • Advocacy for appropriate legislation, standards and guidelines for mandatory fortification;
  • Strengthening public sector management for food control and quality assurance;
  • Support the development of monitoring systems;
  • Recruitment of wheat flour mills to the project;
  • Identification of equipment needs and the provision of subsidized micro feeders and pre-mix;
  • Development and implementation of training programs for quality control at mills.

3.     Key Duties and Responsibilities:

 

 

3.1 Project Development and Planning

  • Support the Technical Director in creating detailed inception plans and ongoing annual plans for project implementation

3.2 Project Implementation and Management

  • Supervise the Provincial Project Managers to ensure that the activities at the provincial and the district level are aligned with the project objectives.
  • Responsible for implementation, monitoring, evaluation and reporting of all Wheat Flour fortification project activities:
    • Coordination: Maintain, develop and sustain liaison with key stakeholders and government partners.
    • Advocacy: Support the Technical Director to plan and undertake advocacy with key stakeholders for amendments in the pure food rules/other relevant documents and assist in development of regulatory framework/ legislation for compulsory wheat flour fortification.
  • Technical Assistance to industry:
      • Lead the preparation and finalization of the mill induction process in consultation with provincial food departments.
      • Consolidate plan and coordinate with procurement team to ensure timely supply and installation of micro-feeders.
      • To coordinate with the identified suppliers to ensure uninterrupted supply of premix to the mills according to their requirements.
      • Identification of organizations to handle the reimbursement of the subsidy to the millers as per the agreed plan and mechanism.
      • Assist the Technical Director in development of the sliding scale subsidy mechanism for the mills participating in the fortification project in consultation with other stakeholders.
      • Assess the requirement of Iron Spot Test Kits and other QA/QC equipment for internal and external quality assurance and quality control. 
      • Design and deliver training programs for millers and other stakeholder on wheat flour fortification processes and quality control.
  • Technical Support to Government:
    • Develop internal and external quality control system and identification of third party quality control labs in consultation with stakeholders.
    • Identification of the training needs of the project staff and propose capacity building measures to improve project performance.
    • Guide in the establishment and strengthening mechanism of quality control laboratories.
    • Design and deliver training programs for food department officials on wheat flour fortification processes, enforcement, monitoring and quality control
  • Research:  Assist in planning and implementation of research studies as envisioned in the project.

3.3 Project Monitoring

  • Periodically travel to project areas for monitoring, coordination and supportive supervision to improve project implementation and take corrective measures if required
  • Collate information and data received from the provinces and regions, support data analysis and generate monthly reports.
  • Coordinate and liaise with monitoring staff for smooth flow of information and quality data collection.

3.4 Representation

  • Represent NI at various relevant forums as requested by the Technical Director.

Perform any other duties as may be assigned by the Technical Director.

4.     Supervisory  Responsibilities:

This position will supervise the Provincial and sub-provincial Project Managers for the Wheat Flour Fortification component of FFP. 

5.     Education/Professional Designations/Experience:

  • At least 7 years working experience in health and nutrition sectors with hands on knowledge of project management and policy influencing
  • A professional degree in nutrition, public health, food sciences, international development or other related field
  • Extensive knowledge of the wheat fortification sector in Pakistan
  • Experience advocating to government on policy change and/or guideline development for nutrition or public health programs
  • Experience developing and running training programs preferred
  • Familiarity with the key project stakeholders, including project partners, donors, private sector, NGOs and government departments preferred

6.     Language Skills:

Strong written and spoken English is required.

7.     Travel Requirements:

The position will be based at Islamabad with frequent travel within the country and occasional international travel.

8.     Other Specific Skill Requirements:
