Under its Education theme, Alight Pakistan launched the biggest ever three years (2018-2020) education initiative for Out of School Children (OOSC) in Pakistan in collaboration with Ministry of Federal Education and Professional Training, Government of Pakistan and Educate A Child (EAC).

PROGRAM IN GILGIT BALTISTAN:

Alight has initiated a program “Improved Access to Quality Education in Gilgit Baltistan”. The overall goal of the program is “Increased and equitable education and skills development opportunities for girls and boys in Gilgit Baltistan”. The program will focus on two thematic areas 1. Education and 2. Skills Development. The focus of its education component will be to enhance the enrolment, retention and quality of education in 4 districts of Baltistan (Shigar, Skardu, Kharmnad, Granche) and in 6 districts of Gligit (Hunza, Gilgit, Ghizer, Diamer, Astore, Chitral) of Baltistan and collaborating with Department of Education Gilgit Baltistan to support the interventions contributing in to achieving the commitments under its education strategy 2015-2030. In the skills development component Alight will focus on engaging with communities and stakeholders and conduct an in-depth assessment and market analysis to identify trends and demands of existing labor, business and employability trends and opportunities within Gilgit Baltistan.

PRIMARY PURPOSE OF THE POSITION

The District Officer will be responsible to ensure effective and efficient delivery of the program according to the program plan and to achieve required enrollment targets. This position will play pivotal role in managing Program, finance, Admin and HR at district level and ensure the positive deliverables of program. The position involves frequently visits and travelling in operational areas especially in villages. The incumbent will ensure smooth managing of technical processes and team along with using technical skills to provide the necessary environment for program success.

 

DUTIES & RESPONSIBILITIES: -

a)       The District Officer must be proficient in handling the complex situations and in designing techniques to achieve program targets.

b)      District Officer is expected to provide insight on budgeting besides day-to-day matters.

c)       The incumbent will act as a liaison between the community and program staff

d)      Be in charge of technical aspect of the program at district level and collaborate with other districts and zones as required.

e)       Ensure that the program objectives at district level are well met and have delivered value and excellence.

f)       Successful development and implementation of monthly work plan and reports.

g)      Maintain strong relationships with district based stakeholders (community, teachers, government officials of education department)

h)      Cultivate and grow a strong team of committed professionals who can support organizational goals and program objectives.

i)        Understand program requirements, coordinate with resources and direct the program in the right direction in a timely manner.

j)        Ability to manage change and effectively pass on information down the line to concerned teams for smoother execution.

k)      Provide facilitation in assessment, data collection, baselines and evaluation etc.

l)        Conducting regular monitoring field visits of ARC targeted program areas.

m)    Ensure effectiveness of program activities on weekly/ monthly basis and submit progress reports accordingly

n)      Support exchange visits to share information, identify best practices and challenges and enhance collaboration and networking among partners.

EDUCATION AND EXPERIENCE REQUIRED: -

a)       Minimum Bachelor degree in social sciences, humanities, development studies, human rights, political science or other relevant discipline

b)      Minimum Five years of experience in similar capacity

c)       Excellent English language skills (written, reading and spoken).

d)      Excellent management, teambuilding, communication & networking skills.

e)       Proven ability to effectively manage relationships donors and stakeholders.
