Human and Institutional Capacity Lead

Chemonics seeks a Human and Institutional Capacity Lead for the anticipated Sindh Education Programme (SEP), funded by the Department for International Development (DFID). SEP will have a strong focus on improving learning outcomes by improving the quality of teaching, ensuring poor and marginalised children are not left behind, and education systems are supporting learning, locking in gains of predecessor programmes and building a quality education system that promotes learning and inclusion. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Ability to analyze human and institutional improvement needs within the Sindh Education sector and work with relevant stakeholders to devise HICD strategy and implementation plan
  • Liaise and work with Human Resources function to support the planning, implementation, monitoring and evaluation of the strategic plan objectives related to people development including, but not limited to, organizational core competencies, leadership development and succession planning.
  • Identify, consolidate and develop appropriate resources for capacity development programmes and activities (both internal and external resources).
  • Coordinate and manage efforts to access resources and support for national offices such as subject matter experts, establishing institutional links, funding, creative partnerships that support capacity building, identifying opportunities for staff exchange or mentoring and coaching.
  • Co-lead and provide support to new and innovative approaches in processes design, learning strategies as well as e-learning approaches.
  • Support succession planning in the programme.

Qualifications:

  • Minimum of a Master’s degree or its equivalent in a relevant area with 5 years of relevant experience, or alternatively, a Bachelor’s degree in social science, education, human resources or similar fieldwith 8 years of relevant experience.
  • Demonstrated experience in design and delivery of capacity building programs using multiple delivery methods and evaluation of learning programs that support key organizational initiatives.
  • Have well-developed understanding of effective process design, management and facilitation.
  • Have strong consulting and coaching skills for supporting individuals and teams.
  • Are proficient in Microsoft Office Suite, SharePoint, Intranet and Internet usage, usage of various software applications and databases.
  • Knowledgeable of Sindh Education system.
  • Are fluent in written and spoken English and Urdu, and strong familiarity with Sindhi language.

The duration of this position is five years.
