TERMS OF REFERENCE FOR HIRING OF INDIVIDUAL CONSULTANT FOR ASSESSMENT, DIAGNOSIS AND RECOMMENDATIONS OF GERMAN RED CROSS IT SETUP & EQUIPMENT AT LOCATIONS (KARACHI, ISLAMABAD, PESHAWAR)

About the German Red Cross:

The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises.

The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity,

Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organizations within the Movement. GRC supports the Pakistan Red Crescent (PRC) in the implementation of diverse projects in southern and northern Pakistan.

Background Information and Rationale:

German Red Cross wants to engage an IT consultant for the diagnosis, assessment and recommendations of its IT setup and equipment. The consultant will need to determine whether the IT setup at the three GRC offices is sufficient to meet the daily work requirements of each individual staff member, and formulate criteria with which to quantify the minimum IT infrastructure standards to apply to all three offices. Based on the consultant’s recommendations GRC management will decide to make future action plan.

Scope of Work:

The consultant would be required to undertake a complete diagnosis and assessment of all the IT equipment (both hardware and software) including but not limited to laptops & desktops, printing & scanning machines, photocopier machines, internet services and traveling devices along with installed software available in all three GRC offices (Islamabad, Karachi and Peshawar).

The consultant should take in to account the annexed (Annexure-A)IT System Diagnostic Categories”.

Specific Objectives:

  1. To carry out individual assessment and recommend the installation, repair, or replacement of required software/hardware.
  2. To assess and make recommendations of criteria for minimum IT infrastructure (hardware / software) standards required for typical GRC work at all three offices (Karachi, Islamabad and Peshawar).

Eligibility of Consultant:

  • Must have a valid CNIC / NTN.
  • Must have a degree in relevant subject from HEC recognized institution.
  • Must have 03 years of relevant experience in the same field.
  • Must have at least 3 to 5 testimonials from the previous work done.

Deliverables:

  1. Inception report detailing the method for assessing the GRC IT setup, as well as a schedule for completing the task.
  2. Report on individual assessment and recommendation on the installation of required software(s)/hardware(s).
  3. Report on assessment and recommendation of minimum hardware/software requirement of GRC IT equipment at all three offices (Karachi, Islamabad and Peshawar).

Work Completion Duration:

The whole assignment/consultancy work needs to be completed within 15 days (or as negotiated and mutually agreed) after signing of agreement including report submission and other related documents.

Budget and Payment Schedule:

The consultant will quote the budget/consultancy fee in Pak Rupees for his/her services including all government applicable taxes.

  • 20% of the contract value on presenting inception report.
  • 30% of the contract value will be paid after submission of report on individual assessment and recommendation of the required software(s)/hardware(s).
  • 50% final payment will be paid after submission of report on assessment and recommendation of minimum hardware/software requirement of GRC IT equipment.

Note: All government applicable taxes will be deducted at source.

Selection Method for consultant:

Selection of consultant will be finalized after scrutiny on the basis of following criteria:

  1. Educational Qualification and documentation.                                                                    (20 Marks)
  2. Relevant experience in diagnostic and assessment – minimum 3 years.                  (40 Marks)
  3. Testimonials from the previous work done.                                                                         (20 Marks)
  4. Financial scoring.                                                                                                                              (20 Marks)

Expression of Interest:

Qualified and interested parties are asked to submit the following:

  1. A copy of curriculum vitae (CV) which should outline qualifications and relevant experience of consultant.
  2. Cover letter.
  3. Proposal of a maximum of 3 pages clearly demonstrating a thorough understanding of the ToRs.
  4. A financial proposal with a detailed breakdown of costs for conducting the work.
    1. Itemized Consultancy fees/costs.
    2. Itemized administrative expenses.
    3. Validity period of quotations.
    4. Mode of payment.
    5. Lead time / scheduling of the consultancy.

Pre-bid Meeting:

A pre-bid meeting will be held on Tuesday September 17th, 2019 at 03:00 PM in the GRC meeting hall. Interested consultants/firms or their authorized representatives may participate in the pre-bid meeting.

Please note that this list represents the minimum facets of the IT setup and infrastructure that are expected to be included in the assessment. The consultant is free to add specifications as required.

  • All software (including the operating system) must be a licensed and registered original version
  • Each computer ought to be running an appropriate version of Microsoft Windows and be equipped with the basic Microsoft Office package
  • Each computer must have up to date anti-virus software actively running

Printer Information

  • Network Compatible
  • 3-in-1 (Copy/Print /Scan)
  • Minimum Duty Cycle 200 Pages per Day

Internet Requirement:

  • 4 MB Speed Minimum Required up to 8MB

Traveling Device:

  • Any 4G Mobile Wi-Fi Device with Basic Plan Package for 4 users to 8
  • Battery Bank for Mobile and internet device charging
