Background/Purpose:

Pakistan has high burden of malnutrition and facing health and economic consequences due to undernutrition. The National Nutrition Survey of Pakistan (2011) found that a majority of children and women of reproductive age were suffer from multiple micronutrient deficiencies.  Large-scale food fortification, the addition of vitamins and minerals to staple foods, is one of the globally recommended strategy to address micronutrients malnutrition.

In order to combat micronutrient malnutrition in Pakistan, a five-year program funded by UK Government’s Department for International Development (DFID) has been started for fortification of wheat flour and edible oil/ghee, which gradually will cover all wheat flour and edible oil/ghee mills in Pakistan. The program is being implemented by Mott MacDonald and the Nutrition International (formerly called as the Micronutrient Initiative) in collaboration with key government departments at National and Provincial level and with industry associations like Flour Mills Association (PFMA) and Pakistan Vanaspati Manufacturers Association (PVMA).  The program is providing support to the industry to adequately fortify wheat flour and edible oil/ghee; to the government to improve food fortification regulatory and enforcement system. The support is also provided to raise awareness on the benefits of the fortified food and generate evidence to formulate relevant policies to combat micronutrient deficiencies in Pakistan. 

In order to provide support to the government food regulatory bodies to effectively implement fortification standards for edible oil/ghee and wheat flour fortification; the FFP requires the services of the Food Fortification Officer to be posted/deputed at the government/public sector food testing laboratories and perform the following duties.

Key Duties and Responsibilities:

  • Conduct laboratory tests to detect fortification of Vitamin A in oil/ghee samples and fortification of iron in wheat flour to ensure products meet government standards.
  • Prepare samples of oil/ghee and wheat flour for testing at high performance liquid chromatography and Spectrophotometer using accredited testing protocols.
  • Assist in testing and calibrating lab equipment.
  • Assist technical staff of the food regulatory bodies in design and implementation of the quality assurance and quality control parameters of food fortification.
  • Maintain adequate inventory of the regents and consumables required to perform tests.
  • Ensure maintenance of the laboratory equipment.
  • Develop capacity building plan and implement to build capacity of the government staff in FFP designated laboratories to perform food fortification related tests to ensure sustainability.
  • Record and compile test results, and prepare graphs, charts, briefs and reports to present to Government and FFP.
  • Develop data base of vendors and suppliers engaged in supply of laboratory equipment, reagents and consumables.
  • Act as a technical resource person for capacity building of staff deputed by flour mills and edible oil mills at cluster laboratories.  
  • Any other task assigned by FFP.

Education/Professional Experience:

  • Master of Science in Chemistry/Food Sciences with hands on food laboratory experience.
  • Experience of working on High Performance Liquid Chromatography and Spectrophotometer for testing of different vitamins and mineral in food items would be added advantage.
  • Familiarity with food fortification standards at national and provincial levels.

Language Skills:

  • Fluency in written and spoken English & Urdu is mandatory. 

Travel Requirements:

Occasional/ need based.

Other Specific Skills/Requirements:

  • Proficient in MS Word, Excel and PowerPoint.
