TITLE:  Project Manager

REPORTS TO:  Country Director Pakistan

Job Location: Karachi

Project Description: Pathfinder International, and partners are bringing together multidisciplinary expertise over a 3 -year period to develop Solutions to Address Provider Bias toward Serving Youth in Pakistan. The project will develop and evaluate innovative solutions to address provider bias—a key barrier to young people’s use of modern contraception—to increase young people’s access to quality contraceptive counseling and a full range of contraceptive methods.

Job Summary

The Project Manager assists the Country and Project Director with overall programmatic, financial, and administrative management of the given projects/assignments.

S/he co-leads the strategic planning, development, and implementation of key technical activities, ensuring appropriate and timely implementation. The position is directly responsible for implementation of Beyond Bias solution respective country. She plays a key role in the development of project strategies, annual work plans, budgets and consolidated reports, and compilation of routine monitoring data to measure project outputs. In addition, to other project responsibilities this role also leads the partners/stakeholder’s coordination of Pakistan level activities of the project. Project manager is also expected to provide programmatic and management support to Pathfinder country program, in addition to assigned project.

  1. Strategic Plan and Budget Implementation. Works with others to implement the strategic approach of the program or project specific to SRHR services. Assists in the development of annual plans and budgets for the SRHR portfolio of the program or project. Fully responsible for quality implementation of intervention in 80 social franchise facilities of Pakistan. In particular, implementation of project activities in Karachi. This involves complete responsibility of organization, implementation and management of each aspect of every project activity. Regular field visits to monitor project beneficiaries and providers across clinics in Pakistan
  2. Program Assessment, Measurement and Evaluation. Reviews quarterly and annual program or project progress and financial reports and gives constructive feedback on the regional programs or projects and IPOs as applicable. Compiles quarterly and annual reports for MEL to report to the organization. Partners with MEL to help conduct research and data gathering on significant and new developments. Identifies best practices in activities. Recommends improvements for program or project performance and assists in sharing innovative methods with partners. Work with MEL consultant to ensure data quality which includes regular coordination with partners, firms and consultants. This also includes responsibility of high quality and timely collection of data from project sites. Engage in the evaluation phase of the project maintaining close liaison with the international partner responsible for evaluation of the solutions.
  3. Project and Management Reporting. Assists in the development and delivery of reports related to the program’s or project’s activities. Submits a completed consolidated report to MEL team on a timely basis. Coordinate and manage Financial and HR aspects of the project activities in Pakistan, with the designated country office staff which also includes development of quarterly financial projections. Manage local level partnership with Greenstar and pro-actively strategize for project plans and resolve issues on  a day to day basis. Support country office in overall program management in Pakistan which includes representing project and providing updates in senior management meeting, operations meetings and donor meetings, on regular basis. Track workplans and budgets at country level
  4. Meeting and Forum Attendance. Attends relevant meetings as well as forums to foster and enhance collaboration. Identifies new and improved approaches, methods and ideas. Convene advisory board meetings as per schedule and disseminate project results in local events. Attend global meetings for cross-country learnings. Regularly participate and present country updates in programmatic calls, MEL calls, country forum and partners meetings
  5. Training Design, Development and Delivery. Assists in standardizing SRHR training curriculum.
  6. Publications: Assists with coordinating publication of research findings, technical reviews and the development of manuals and guidelines for project related activities. Participate in the documentation and dissemination of the research findings and project progress at national and global level. •   Develop complete reports different activities and report back. Responsible for documentation and reporting, as we and when, assigned by country office
  7. Product Development. Develops collaborative linkages, and coordinates the publication of concept papers and proposals related to the SRHR program.
  8. Project Management and Participation: Leads, manages or participates on cross-functional project teams.

 Minimally Required Job-Specific Competencies:

  • Country Specific Public Health System: Foundational knowledge of countries’ public health systems.
  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of assigned program or project, including program or project strategies and indicators.
  • Training Design, Development and Delivery: Foundational knowledge of curriculum design and development. Ability to deliver training to diverse groups.
  • Research Writing and Editing. Foundational knowledge of writing and publishing research results in national and international journals.
  • Data Processing: Foundational knowledge of data processing.
  • PC Applications: Foundational knowledge of database and internet applications.

Minimally Required Education, Training and Experience:

  • Master’s degree or higher in related field
  • 5 years related experience, including work in SRHR services.
  • Experience in quantitative and qualitative research and behavior change approaches is desirable. Thorough understanding of the human rights framework for Adolescent and Youth SRH with demonstrable work experience on Youth Friendly Services. Experience in developing countries is highly desirable.  Strong report writing and communication skills in English (oral and written) and the ability to work cooperatively with all levels of management is a must.
  • The job would require coordination across time zones.
  • Prefer: Experience in practical field work
