Job Description:

Incumbent will be responsible for the following:

 

                     Ensure effective management of livelihood programme interventions with partner organizations

                     Ensure effective delivery of physical and financial targets in line with the approved work plan and budget with compliance to organization and donor guidelines.

                     Undertake quality review of Partner Oragnization’s detailed implementation plan, advance requests, financial forecasts and annual work plans and budgets submitted by the Partner Oragnizations for final review and approval. 

                     Provide technical backstopping of Partner Oragnizations field managers in developing, implementing and alerting senior management to the issues that can impact programme.

                     Undertake quality review (in line with the processes defined in Programme Implementation Manual) of payment requests, Statement of Expenditures and other financial reports/documents received from Partner Oraganizations for final review and approval. 

                     Ensure effective use of MIS by staff of partner organization for reporting of monitoring, progress and other project data including GIS tagging of project interventions.

                     Ensure full compliance to PIM in all project interventions as per the processes outlined in the PIM.

                     Ensure prior review of Livelihood Investment Plans as well as other planning/design related documents (e.g. training module, IEC material etc) of programme interventions in line with the processes defined in Programme Implementation Manual (PIM).

                     Organize monitoring visits of programs activities and targets as per the M&E plan.

                     Review M&E quarterly plan of Partner Organizations in the field at different stages of programme implementation.

                     Ensure that the key observations and agreed actions of organization and donor's monitoring teams are implemented by the assigned Parnter Oraganizations.

                     Assist in developing reporting templates (activity specific as and when required) as well as overall project progress reporting to be furnished by the Parnter Oraganizations.

                     Ensure that Parnter Oraganization's staff is fully oriented about effective use of MIS and all progress data is submitted via MIS.

                     Ensure timely and accurate progress reporting from the assigned Parnter Oraganization. 

                     Develop regular programme progress reports for the donors and other stakeholders

                     Use MIS for review of progress and data quality assurance.

                     Develop functional linkages and coordination with the provincial and district line departments and other key stakeholders to ensure required support is extended timely to the Parnter Oraganizations., Community Institutions and the target households.

Relevant Experience: 

                     At least 16 years of education or Masters in Social Sciences and relevant disciplines / Project Management/Masters in Business Administration / Masters in Public Administration from a HEC recognized institute.

                     At least 7 years of experience in programme management particularly of livelihood programmes with reputable national and international agencies.

                     Excellent programme management and partner organizations’ relationship management skills.

                     Excellent financial management including preparation and review for financial forecasts and budget for programme interventions including review of financial statements submitted by the partner organizations.

                     Excellent written and verbal communication skills in English, Urdu and any other local language of Pakistan.

                     Demonstrated report writing and presentation skills to the donors and line departments.

                     Supervision and management skills of multi-disciplinary team.

 

                     Strong interpersonal, relationship and representation skills.
