An international organisation c/o Pakistan Red Crescent Society is looking for a Regional Human Resources Officer for a short-term 5-month contract, managing the HR function in Asia portfolio countries.

Purpose of Regional Human Resources Officer position:

This position is an administrative and coordinating support function to the Asia Regional Representative in matters related to (National) staff in Asia region; In close collaboration with the Asia Regional Representative, the position ensures adequate consultations between national staff and management on HR related issues, especially in regards to performance management.

The overall responsibility as Regional Human Resources Officer based in Islamabad, Pakistan:   

Employee record management:

  • Complete and update existing HR filing system (National and International staff), both hard and soft records of employees inclusive of employee information, CV, documentation (degrees and experience), contracts, visa’s, leaves and warnings issued.
  • Revise the existing HR formats (e.g. timesheet, leave form, overtime claim form etc.) based on the new conditions of employment and travel policy developed.
  • Orient and ensure rollout of the conditions of employment and new HR formats based in Pakistan.
  • Prepare monthly payroll and submit with Finance Assistant (Regional) and Finance and Admin Officer (Country) on the last day of the month

Performance management:

  • Together with Line Managers, oversee effective methods of goal setting, communication and empowerment through responsibility to build employee ownership of the organization.
  • Ensure liaison with seconded delegate Asia staff, facilitating meetings to RO or alternative locations.
  • Ensure effective practice of NorCross performance management cycle (quarterly one-on-one meetings between employee and line manager on objectives, annual appraisal, and development of new objectives for 2020).
  • Day to day follow-up of HR issues (performance, attendance, contracts, insurance claims, coordination, counselling).
  • Promote equality and diversity as part of the culture of the organization.
  • Support additional coordination activities towards national staff, as needed.

Recruitment:

  • Coordinate the recruitment and selection process of national staff in close cooperation with the respective supervisors ensuring that this is in line with Norwegian RC regulations and respective National Labour Laws.
  • In collaboration with Security, Finance, Logistics, Programmes (results management), develop and provide an orientation/induction package for all new national recruit on NorCross policies and procedures within the first two weeks of joining for all to understand the goals and objectives of NorCross Asia.
  • Support RR in developing HR planning strategies, considering the immediate and long-term staff requirements.

Education:

  • Masters in HR management or relevant field;

Experience:

  • Minimum of 5 years of relevant working experience in HR
  • Experience working in international organization and/or INGO/UN  

Other skills:

  • Strong verbal and written English abilities
  • Proven ability to engage discretely and tactfully with internal and external stakeholders.
  • Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook)
  •  Strong interpersonal skills.

Reporting to:    

This position will report to Asia Regional Representative based in Islamabad.
