Chemonics International seeks a Procurement & Subcontracts Associate for its USAID Small and Medium Enterprises Activity (SMEA).

Pakistan SMEA is a 5-year, $35 million projects aimed at improvement of the financial and operating performance of small and medium enterprises (SMEs) in Pakistan in selected high-performing industrial, manufacturing and services sectors.

The Procurement & Subcontracts Associate will be responsible to assist the Procurement & Subcontract Specialist in performing the following tasks as mentioned below.

Responsibilities

  • Prepare/Assist in preparation of RFQs/RFPs, Negotiation memos, justification memos, receipt of quotations/proposals, bids or proposals, their evaluation, negotiation of certain conditions of subcontracts/POs in full compliance with USAID rules and regulations
  • Prepare and maintain a record of different contracting instruments;
  • Maintain an effective filing system (hard and soft) as the project requirements;
  • Maintain and update different trackers;
  • Ensure timely payment to vendors/BDSPs;
  • Ensure timely supply/services from vendors/BDSPs;
  • Resolve day to day procurement/subcontract issues;
  • Prepare Purchase orders/subcontracts;
  • Take timely corrective actions on Subcontracts/POs with budget check errors, schedules and other problems;
  • Generate different Procurement/subcontract management report on an as-needed basis;
  • Under the guidance and supervision of the Subcontracts manager, ensure execution of transparent and efficient subcontract/procurement services and processes;
  • Ensure implementation of procurement/operational strategies focusing on achievement of results.
  • Work in close collaboration with the operations, program and management staff in SMEA;
  • Resolve Implement and organize procurement processes with other management and technical departments;
  • Other tasks assigned by Subcontracts Manager;

Qualifications:

  • Minimum Bachelor’s Degree with a major in Economics or Business, or in Supply Chain  Management will be preferred.
  • Minimum (2 to 3 years) of demonstrated experience in negotiating, managing and closing local procurements for International donor-funded initiatives.
  • Experience evaluating proposals, awarding funding, and managing procurements/subcontracts for USAID projects.
  • Possess creativity and analytical capacity to manage Proc-Sub compliance issues and assist other staff in ensuring the implementation of Proc-Sub activities.
  • Excellent interpersonal and communications skills
