The Fleming Fund through its country grant is supporting the government to implement strategies to address and reduce anti-microbial resistance in Pakistan they have put in place. DAI is the implementing partner for the Fleming Fund Grant activities in Pakistan. The aim of the project is to work closely with national and provincial governments to support them in the implementation of the National Action Plan for AMR through its investment, chiefly, in public sector laboratories and surveillance systems, thereby supporting national public health systems and will invest in areas which complement and build on work done to date adopting a one health approach

The Project’s technical assistance is focused on program activities that will be delivered through coordination and close collaboration with level stakeholders i.e. Ministry of National Health Services, Regulations & Coordination (MoNHSR&C), Ministry of National Food Security and Research (MoNFSR), National Institute of Health (NIH), sub-national governments and development partners.

DAI Pakistan seeks to hire, on contract basis, the services of a dynamic and experienced professionals for the position of Technical Coordinator for Anti Microbial Resistance.

Purpose of the Post:

The incumbent will provide technical assistance in implementing structured programs for antimicrobial resistance (AMR) surveillance to the Fleming Fund grant in Pakistan.

Expected duration of the grant: 18 months 

Description of Duties:

The Coordinator will provide leadership and technical assistance within the team on AMR pertaining to diagnostic networks and surveillance systems. This involves design, implementation and monitoring of technical strategies and programs, and the development of tools. Specific responsibilities include:

  •  Working closely with the technical partners of the grant, to ensure technically-sound and feasible approaches for AMR detection and surveillance across animal, human, agricultural and food sectors;
  • Work closely across the partnership to ensure partner capabilities in AMR detection and surveillance are leveraged to best respond to country needs;
  • Serve as the project’s key technical backstop for specific project activities as assigned, including technical and administrative responsibilities related to work plans, costs, activity implementation and reporting;
  • Coordinate with public sector and provide technical assistance in the setting up of sentinel surveillance sites for AMR in human and animal health
  • Represent the project to external stakeholders and contributing to the knowledge base through participation in scientific forums and technical networks;
  • Lead on providing inputs from the project on generating new evidence and best practices with project, partners and host countries using informal and formal forums;
  • Contribute significantly to project work planning and reporting; and 
  • Ensure that technical approaches align with project’s logical framework and monitoring indicators.

 Required Qualifications and Skills

  • Master’s degree or equivalent in epidemiology, clinical diagnostics, infectious diseases, Public Health or related discipline
  • 10+ years of experience in implementing public health programs related to or involving surveillance and disease detection, preferably in Pakistan
  • Specific experience related to communicable disease surveillance, please specify duration
  • Knowledge and experience with the latest diagnostic technologies, tools and approaches and antimicrobial susceptibility testing in general and experience of working with laboratory diagnostics
  • Ability to work with multiple partners on collaborative projects
  • Ability to create and maintain effective working relations with host country governments, international organizations, and development partners
  • Ability to work in a complex project environment, set realistic priorities, and plan project implementation activities based on agreed upon priorities
  • Strong English writing and oral presentation skills
  • Fluency in Microsoft Word, Excel, PowerPoint

Desirable:

Working experience in AMR monitoring, national reference laboratories;

Direct experience working with the Global Health Security Agenda or International Health Regulations
