General Summary

The Operations Team Lead is responsible for ensuring the effective implementation of financial and operational aspects of the project office under the supervision of the Team Leader. Responsibilities include operations team management and oversight of the project finance and administration systems and procedures to ensure that the project office operations run effectively.

Principal Duties and Responsibilities (Essential Functions)

  • Lead the Operations team, providing management oversight and supervisory support
  • Implement and monitor systems and standard operating procedures necessary to manage effective project operations and provide updates in line with best practice as the project evolves
  • Support management of the project budget and expenditures, coordinating with Team Lead and Project Director regarding financial approvals
  • Ensure project compliance with regulatory reporting including tax
  • Support accurate project financial reporting to both internal and client stakeholders, including supporting budget forecasting and  financial reporting
  • Provide financial management oversight for project expense accounts, reconciling with accounting systems and providing oversight of financial transaction records
  • Provide oversight on procurement processes as needed, ensuring value for money and compliance with internal procedures as well as donor regulations
  • Provide management oversight of human resources function including recruitment, staff travel, performance management, onboarding, employee benefits, and payroll
  • Provide management oversight of all office assets (which may include project vehicle) and ensure proper inventory control
  • Ensure compliance with local labour laws (which may include maintaining office and vehicle registration, taxation and insurance)
  • Support Team Lead as Security focal point, providing timely information and liaising with Chemonics security team as needed
  • Support the recruitment of staff and short term consultants
  • Support in the preparation of employee and consultancy contracts as needed
  • Other relevant duties as assigned.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Minimum of a Master’s degree in a related field with 7 years of relevant experience, or alternatively, a Bachelor’s degree with 10 years of relevant experience
  • Progressive financial and administrative management experience required
  • Demonstrable experience supervising and coaching a team of professionals
  • Demonstrable experience in operations management for donor-funded projects, preferably DFID
  • Experience preparing and monitoring budgets
  • Knowledge of employment practices and principles in Pakistan
  • Knowledge of procurement best practices preferred
  • Knowledge of statutory/regulatory requirements for business operations in Pakistan
  • Ability to expertly manage competing priorities and have strong time management skills;
  • Strong communication and interpersonal skills
  • Excellent attention to detail and organizational skills
  • Demonstrated leadership, versatility and integrity
  • Fluency in English and Urdu required
  • Ability to travel to provinces
