Position Objectives:

Program Officer (Social Safeguarding and Environment) will be responsible for mainstreaming environmental factors into the resilience building activities of the project. The incumbent will ensure that environmental issues are considered in the action and monitoring plans, keeping in view the national and international environmental quality standards (EQS) for air, water, soil, forests, flora and fauna, shelter, sanitation, livelihoods and other sectors.

The incumbent will be responsible for establishing environmentally-sound implementation of project activities and provides assistance in making the necessary arrangements. S/he will also be responsible for recommendations which need to be followed up in the care-and-maintenance phase, and devising an action plan for mitigating any losses that have occurred during inception. The incumbent will appraise pollution/contaminant treatment and control technologies, and provide related technical advice, conduct monitoring and develop guidelines and standards, identify, interpret and advise on concerns and issues, and recommend alternatives for their mitigation and resolution.

He/ She will work closely with the project management for rendering monitoring, evaluation, data management and reporting support to the line manager.

Specific Duties, Responsibilities, and Accountabilities

  • Participate in site selection and collect and analyses baseline environmental data that can inform site planning and development.
  • Collect and analyze existing data and information concerning the status of the environment in the Project area
  • Identify environmental assets and threats related to the project activity and establish managements plan and SOPs to minimize environmental impacts.
  • Assess environmental conditions in the selected camp sites, and define key areas of environmental concern (e.g. deforestation, rangeland degradation, soil erosion, water conservation, biodiversity, wastes, hunting, fishing etc.) and measure the extent of potential damages due to the project activity or staff.
  • Engagement of local populations from all segments to examine their relationship with the surrounding environment and their observations about the onset of change.
  • Coordinate with line departments (livelihood, agriculture, water resource, forest conservation, wildlife, waste management, Environmental agency etc.) to minimize environmental impacts associated with projects and activities in the inception phase.
  • Contact relevant government agencies, both central and local, NGOs, UN agencies, research institutions and local academic institutions to obtain environmental information and recommendations for preventive and mitigation measures.
  • Propose measures for reducing the impact of project staff and project activities on the environment
  • Devise a strategy and plan for monitoring of the environmental impact of project staff and project activities.
  • Identify skill and knowledge gaps related to environmental issues among PRCS and partners, including staff and locals and address these through training and capacity building workshops
  • Documenting and comprehensive reporting.
  • Review and assess reports/proposals, and make recommendations.
  • Any other business assigned by the line manager.

 

Education

  • Masters/ 16 years education in Environmental/ Social Science/ Management or related field from HEC recognized Institution/ University.

Experience

  • 3 years professional working experience with humanitarian/ rescue and relief organization
  • Experience in Red Cross Red Crescent Movement will be an advantage
  • PRCS Volunteers having required qualification, experience and skills will be preferred

Skills/Knowledge

  • Thorough knowledge of environmental and social health principles and technology acquired through education and experience.
  • Ability and knowledge to interpret and enforce Environmental Legislation.
  • Ability to conduct routine inspections and investigations and providing necessary response. 
  • Ability to apply and analyze sampling techniques.
  • Ability to collect, record and interpret data.
  • Ability to effectively interact with the public in formal and informal settings.
  • Ability to communicate information by oral and written methods.
  • Ability to adapt and involve with the community to gain insight and knowledge.
  • Strong data management and reporting skills would be required.
  • Fluency in spoken and written in Urdu & English
  • Work towards the achievement of PRCS Vision and long-term objectives
  • Flexibility to travel to conduct field visits for monitoring and data collection
  • Good command on Microsoft Office (word, excel & power point), Climate Modelling, GIS Mapping, GPS
