Position: Finance Officer

1. Core Purpose

(In-Country Finance Officer / Partner Level)
Acts in the Role of Finance Officer at project / partner level:
Oversees project accounting and financial operations at the project implementation level ensuring consistency in management of financial resources with organisation's policies, procedures. Identifies accounting operational challenges that affect the integrity of resource management.

2. Pre-Requisites

Education, Knowledge & Professional Experience
• Bachelor’s degree or above in accounting, finance and commerce and/or professional qualifications like ACCA, ACMA etc.
• At least three years of relevant work experience in a relevant capacity in NGO (INGO experience preferable)
• Ability in preparing compliance based financial reports and financial analysis with effective presentations
• High degree of accountability and integrity
• Pro-activeness and resourcefulness
• Effectiveness at team work and interpersonal relationships
• Excellent organisational skills, and ability to deal with stress or pressure
• Fitness and willingness to travel within the project locations
• Willingness to adhere and commit to NGO's Values and Child Protection Policy

Tools

3. Overall Mission

The Finance Officer is responsible for administering the project’s accounting system, and applying adequate and appropriate internal controls to meet accounting standards at local context.

This position provides support to reviewing fund requests and financial reports of projects, and maintaining efficient record of all the standard financial information for the projects.

The Finance Officer reports to the Director, Director DCECP, Principal / DG and supervises Accounts Assistant

4. Main Activities

Accounting and Financial Management
• Maintain proper books of accounts and documentation as per standards (both hard and in accounting software)
• Ensure compliance with standards as per project implementation framework
• Ensure comlpliance with local laws while financial implementation
• Effectively implement all project related policies i.e. financial, admin and HR
• Prepare and accurately prepare financial reports and shares with NGO as per reporting timelines
• Keep project financial risk register
• Coordinate audit and ensure timely carrying out of audit
• Implement observations and recomendtions received within 3 months of the reciept
• Monitor budget implementation and carry our variance analysis on regular intervals to control deviations
• Provide support in budgeting and preparing cost plans
• Oversee the accurate and timely preparation and administration of payroll
• Oversee the preparation of bank reconciliation on a monthly basis, ensuring timely recording and/or resolution of reconciling items
Additional Duties
• Provide professional support to program team as when required
• Supervise Accounts Assistant and participate in performance planning, evaluation, and feedback
