About the programme

DAI-Tabeer is a two-and-a-half-year, GBP 22 million programme funded by the UK Department for International Development (DFID) and the Foreign and Commonwealth Office (FCO). Its objective is to support the consolidation of democratic practices in Pakistan by strengthening the capacity of its political institutions to be more capable, accountable and responsive to the needs and aspirations of the Pakistani people. The programme provides high-quality technical and advisory support to the Electoral Commission of Pakistan (ECP), Parliament, the provincial assemblies, political parties and civil society in building their institutional and functional capabilities.

Scope of work

The Communication Manager will support programme in improving the focus of the programmes’ strategic communication. This will involve support in the development of key communications documents, improving the quality of technical reports produced by the programme, and improving the quality of results’ reporting.

Duties and responsibilities

Specific duties and responsibilities include, but are not limited to the following:

  • Building the programme build a narrative about DAI-Tabeer’s contribution to Her Majesty’s Government’s (HMG) and the British High Commission’s (BHC) larger efforts to consolidate democracy in Pakistan.
  • Provide support in producing high-impact/significant change stories that reflect improvements in the institutional and functional strengthening of key political institutions, and in overall democratic practices in Pakistan.
  • Facilitate the development of knowledge products for the programme and for wider dissemination in the sector.
  • Build DAI-Tabeer document ‘sector best practices’ in the successful management of a highly complex political programme. Some of these could include: i) DAI-Tabeer’s approach to political-economy analysis and adaptive programming; ii) embedding support to supply- and demand-side stakeholders in democratic governance and leverage the programme’s position to strengthen the meaningful engagement of citizens with state institutions; iii) using programme context, political-economy and conflict-sensitivity analysis to inform programme design and implementation approaches to achieve higher value for money.
  • Cultivate and manage effective relationships with the media, including journalists, TV reporters, anchors, and media influencers;
  • Plan and execute communications/branding for events/meetings; drafting press briefings and press releases;
  • Provide quality assurance support on all Tabeer’s publications, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.

Qualifications

  • Master’s degree in communications, Journalism, English or other related field from an accredited university.
  • At least 10-15 years of relevant professional knowledge management, communications, marketing, documentation, dissemination, or similar work;
  • Excellent writing and editing skills;
  • Strong communication skills, both written and verbal in Urdu and English;
  • Familiarity with reporting and branding guidelines for DFID-funded programs highly desirable;
  • Should be able to independently prioritize tasks and meet short deadlines, including approvals process;
  • Familiarity and expertise in managing media relations, issues management, and stakeholder;
  • Ability to work in complex environments with multiple tasks, competing priorities, and short deadlines.
