HR Coordinator

Description:

World Learning seeks a HR Coordinator for its ongoing projects – Pakistan Reading Project, and Training for Pakistan III. The HR Coordinator will be responsible for executing HR policies and procedures, managing HR of World Learning projects, and facilitating professional development of World Learning staff in Pakistan.

Reports to: PRP Project Lead; dotted line and close working relation with Home Office Global HR Manager

Supervises: Regional HR Coordinators will have dotted line to the HR Coordinator

Responsibilities:

The HR Coordinator will be responsible for but not limited to the following:

Human Resource Policy & Procedures

  • Serve as a champion for the World Learning HR Policies, including Professional Code of Conduct; escalate code of conduct issues to Project Lead, Home Office Global HR Manager.
  • Ensure all personnel records and files are up to date and safely stored physically and electronically. Maintain confidentiality of all personnel related matters.
  • Lead HR planning and implementation during project startups and closeouts in close coordination with Project Lead, Home Office HR, and other departments – Finance, IT, Operations.
  • Recommend policy improvements by compiling staff feedback from exit interviews, performance evaluation.
  • Support Home Office global staffing database by uploading local personnel data such as hires, promotions, transfers, performance appraisals, and disciplinary actions etc.
  • Perform HR-related administrative duties such as updating contracts, generating employee reports and ensuring compliance with laws.
  • Partner with Finance division to implement salary grade and structure compatible with all projects in World Learning Pakistan.
  • Advise staff on organizational requirements like equal employment opportunity and sexual harassment.
  • Recommend changes to HR Manual as needed and process for approval from Home Office. 

Human Resource Management

  • Oversee full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ sourcing strategies including use of social media for job ads.
  • Work with job site providers (Rozee) to enable pool of applications searchable by skillset, education, geography, and other criteria.
  • Assist Home Office with recruitment for prospective projects in doing background checks, interviews, and salary history verification.
  • Develop and implement onboarding programs in partnership with Finance, IT, and Operations departments to facilitate new hires have smooth arrival in World Learning.
  • Oversee separation process to ensure seamless and positive transition for departing employees.
  • Maintain the work structure by updating job requirements and job descriptions for all positions.

Human Resource Development

  • Design, develop and lead the implementation of the Employees career development strategy.
  • Lead and manage team building activities. Analyze training needs and arrange resources for delivering training courses.
  • Maintain employee benefits programs and timely inform employees of benefits updates by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims.
  • Lead performance evaluation process by providing guidance and training managers and staff on how to conduct successful evaluations. Effectively communicate the evaluation criteria and World Learning’s core competency to managers and staff.
  • Other responsibilities that may be assigned by Project Lead and/or Home Office Global HR Manager.

Requirements

Required Qualifications:

  • Bachelor’s degree in human resources management or equivalent.
  • 4-5 years of proven track record as HR Officer, HR administrator or other HR position.
  • Demonstrated knowledge of HR functions (pay & benefits, recruitment, training & development etc.) and understanding of labor laws and disciplinary procedures
  • Knowledge of USAID projects is plus.
  • Excellent interpersonal skills and demonstrated ability to build consensus and navigate complex operating environments;
  • Willingness and ability to travel frequently to project sites around Pakistan;
  • Fluency in English and Urdu required;
