CARE International in Pakistan (CIP) seeks a Chief of Party for the anticipated 3-5 years USAID-funded Women’s Economic and Social Empowerment (Transform) project. Transform will help women in target geographic areas (FATA/KP, Northern Sindh, South Punjab, and potentially Baluchistan) to earn higher incomes and work in an environment increasingly free of violence and more conducive to their labor. 

It will provide new skills, access to resources, and linkages with markets to women in the informal economy, including home-based workers and unprotected piece-rate workers. The activity will conduct a survey of women-dominated micro-industries in each geographic area and tailor assistance appropriately to each context and will also explore non-traditional sectors with potential for increased participation by women. There will be a special focus on working with men and boys to change attitudes towards women’s participation in the labor force, their position at home, in the community and at large in society, and the acceptability of Gender Based Violence.

The activity will also engage local communities to expand the space for women’s economic labor and social participation.  It will create local networks of women workers and build their capacity to mentor others as well as identify and advocate solutions to barriers to social and economic empowerment. Transform will connect local networks to various stakeholders, including labor unions, employers’ associations, micro-finance institutions, and local elected representatives to build support for solutions to these obstacles.  

USAID/Pakistan intends to issue one Award for the provision of these services, with a period of performance for three to five years.

The COP will provide vision, leadership, and management to the project and oversee all project interventions under the Activity. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall strategic leadership of the project, with accountability for deliverables and results.
  • Manage technical, administrative, operational, financial, and logistical aspects of the program, supervise all technical and administrative staff, and manage subcontractor and grantee relationships and performance.
  • Create and implement a work plan for the life of the project, including annual work plans, budgets, timelines and formulating key strategies to implement them effectively.
  • Ensure capacity development of key stakeholders, including staff members.
  • Establish and maintain strong alliances with all relevant parties, including appropriate Pakistani government entities, private sector partners, civil society organizations, and other partners.
  • Oversee the development and implementation of WEET monitoring and evaluation activities.
  • Serve as key liaison with USAID mission, other U.S. government entities, host governments and other partners and stakeholders.
  • Ensure compliance with USAID rules and regulations.

Key Qualifications:

  • Master’s degree in business, public administration, gender studies, or a field related to international/human development required.
  • Minimum of 15 years’ experience in donor-funded workforce development or economic growth programs in developing and conflict or post-conflict regions required.
  • Proven track record of leading, and implementing development programs of a similar scale and type.
  • Expertise in women empowerment, gender-based violence and/or economic development.
  • Demonstrated ability to lead a large team across multiple sites in a challenging environment and developing positive professional relationships with colleagues, consultants, and clients.
  • Experience working in South Asia or similar contexts required. Experience in Pakistan preferred.
  • Experience with USAID policies, procedures, regulations, and reporting requirements preferred.
  • Experience of working in a leadership role in a INGO operating in a complex environment like Pakistan.
  • Fluency in English and Urdu required.

Working Conditions and Level of Travel Required

The positon will be based in Islamabad with travel to Field Offices / partner organizations, as and when required.
