The Aga Khan Rural Support Programme (AKRSP) is an institution of the Aga Khan Development Network (AKDN). Established by the Aga Khan Foundation in 1982, AKRSP has been working in Federally Administered Gilgit Baltistan and district Chitral of Khyber Pakhtunkhwa in the field of integrated rural development with the mission to promote inclusive human development and eradicate extreme poverty.

We are looking for a suitable and competent candidates to fill in the positions of Head Finance & Admin at our Gilgit (Core) office with occasional travel to Baltistan, Chitral and Islamabad.

Job Purpose:

Reporting to the General Manager (GM) the Head Finance & Admin will be responsible for finance and admin related activities including effective implementation and review of administrative policies and procedures, development of short and long term budgetary speculations and ensure financial control.

Experience required:

At least 10 years of progressive experience in finance and accounting towards leading the finance function at a reputable institution in development sector with capacity to take the organization to a higher level of efficient financial management and with familiarity of computerized accounting systems would be required. Knowledge of donor grant processes, procedures, and auditing requirements would be desirable. 

Job Description:

Some of the major responsibilities are as following:

  • Develop short and long term budgetary speculations
  • Annual budget preparation and financial reporting to Board, donors and other authorities
  • Responsibility of preparation of financial statements and external audit
  • Authorization of capital expenditure, implementation of financial controls ensuring compliance of internal policies and donors’ agreements
  • Formulation of financial policies, procedures and systems ensuring required statutory standards and related laws of the country
  • Handling of personnel, administrative, and corporate laws related issues
  • Relationship management with related sister organizations, legal and government departments
  • Financial analysis and resources management, liquidity management and short/long term cash flow planning to ensure funds are timely available for Utilization. Follow up with Donor agencies for timely disbursements through reconciliation and reporting
  • Monitoring of financial reports tracking the expenditure and identifying any significant variances and working with project teams to take corrective actions
  • Supervising the administration staff for annual fixed assets staff counts, physical verification of project assets and proper issues and handing over of project inventories and assets during and at completion of the projects.
  • Cash management for all projects, disbursement of funds as per needs of each cost center and cash flow planning at cost center/project level
  • Facilitating the convening of Meetings of Board of Directors, Finance and Audit Committee, preparation of agendas, minutes and circulating the key decisions/action points. Assisting Board in making new policies in role as Company Secretary to boards committee for financial governance
  • Technical supervision of finance and admin team
  • Streamline coordination between head office and field staff on financial matters
