School Based Disaster Risk Management (SBDRM) Training of teachers on Disaster Preparedness

1.       Background

Building Disaster Resilience in Pakistan (BDRP) project is being implemented by CAWI consortium funded by DFID (UK) in province Punjab, Khyber-Pakhtunkhwa and Sindh. In this consortium Concern Worldwide (lead), Acted, International Rescue Committee and Welthungerhilfe are partner, whereas Concern World Wide and Welthungerhilfe implementing BDRP project in Punjab and Khyber-Pakhtunkhwa, and Acted and IRC implementing the same in province Sindh.

VEER Development Organization (VDO) is implementing partner of CAWI consortium lead organization Concern World Wide in District Dera Ismail Khan. Under BDRP project 07 flood prone union councils in Tehsil D.I.Khan, Gandi Umar Khan and Paharpur of district D.I.Khan has selected. Total 70 villages have been selected in the 2nd phase of project.

2.       Programme Summary

The consortium, led by Concern Worldwide (“consortium lead”) in partnership with ACTED, Welthungerhilfe (WHH), and IRC (“consortium members”) is going to implement the DFID funded Community Based Disaster Risk Management (CBDRM) component of Building Disaster Resilience in Pakistan, (BDRP) (“programme”) in disaster prone districts of Pakistan. The objective of the CBDRM component of BDRP programme is “inclusive community disaster management committee’s implementation plans; financed projects based on risk assessment.” The delivery of CBDRM will assist village communities to mitigate and prepare for disasters through improved early warning systems, risk information, strengthening livelihoods assets and improved linkages with market.

Following are the three outputs of the programme:

Output 1: Target communities have effective disaster risk management structures in place to take up and advocate resilience building measures;

Output 2: Target communities and households are prepared to (a) cope with climate related natural disasters and (b) adopt risk reduction measures, and

Output3: Target communities & households are introduced to sustainable livelihoods and environmental management practices for resilience building.

 3.       Rationale for the assignment

The objective of this Request for Proposal (RFP) is to select a Firm/Individual Consultant, having local presence in the target areas to undertake training for 50 teachers in 03 training sessions of Government girls & boys primary, elementary and high schools of the 7 Union Councils of District D.I. Khan.  The selected firm/consultant will support VEER Development Organization efforts in increasing capacities of teachers in term for making safe and disaster resilience schools.

4.       Specific Objectives

  1. Develop Training Modules for Activity Based Learning for teachers including the following tasks;

Task 1: Introduction and Objectives of safer school

  • What is School Safety all about?
  • Why do we need safer schools?
  • Basic terminologies and concepts used in School safety
  • Basic Concepts of Disaster management
  • Teachers roles in making safe learning environment

Task 2: Basic Scientific understanding of hazards and Safety Tips

  • Floods
  • Fire hazard
  • Thunder Storm
  • Earthquake
  • Extreme heat
  • Pollution

Task 3: School Safety Planning (class sessions)

The Eight School Safety Steps

  • Step 1: Orientation of teachers on disaster management and mass awareness in school.
  • Step 2: Constitution of the School Emergency Response Team (SERT).
  • Step 3: Vulnerability and capacity assessment of the school
  • Step 4: Training/Facilitation of SERT
  • Step 5: Preparation of the School Evacuation Plan (SEP)
  • Step 6: Dissemination of the School Evacuation Plan (SEP).
  • Step 7: Conducting regular mock drills to check preparedness and identify areas of improvement.

Step 8: Evaluating and updating of the SEP based on mock drill findings or past disasters.

  1. Implementation Strategy for undertaking the training in the project area in consultation with project team and education department. Note: Duration of each training will be of 02 days, & in each training 15 to 18 teachers will participate.
  2. Training Completion report in narrative against each activity undertaken (in words and quality pictures).

 5.       Scope

Target group Teachers (Men and Women) of primary, elementary and high schools

Geographical scope–7 Union Councils of Dear Ismail Khan District in Punjab province (list of villages and U/Cs will be provided later)

6.         Approach and Methodology

The Consultancy firm/Individual would propose the approach and methodology for teacher training detail, based on the general guidelines provided below;

  • Review of BDRP programme documents, IEC Material particularly CBDRM related information education and communication material activities;
  • Review of the Teacher’s Training techniques adopted in Pakistan
  • Meeting with relevant staff, Education Department to discuss the contents of training, schedule and other related arrangements/ pre-requisites for the Teacher Training.

7.    Deliverables / Output of the consultancy / Assignment

  • Training Modules for Activity Based Learning for teachers developed and shared with CWW/ VEER Development Organization.
  • 03 . Trainings of Primary, Middle and High Schools’ teachers delivered.
  • Final Narrative Report of the completion of the assignment submitted to CWW/ VEER Development Organization.

 8.         Lines of Communication

The consultant will coordinate with VEER Development Organization/Concern’s SBDRM section.

 9.         Skills, Experience and Qualifications

  • At least 2 years’ experience of Teacher Trainings.
  • Fluent in speaking local language – Saraiki as well as Urdu (as required).
  • Documentation experience in conducting similar nature of Trainings.
  • Team must have Excellent facilitation/ presentation skills
  • Strong interpersonal skills and ability to effectively delivery of training
  • Available during assignment period and can conduct trainings as requested.
  • Inclusion of female facilitator in the team.

10.     Structure of Technical Proposal/Expression of Interest and Submission Guidelines

Interested Consultancy firm/Individual with relevant experience may submit sealed technical and financial proposals according to following details;

  • Consultancy firm/ Consultant profile clearly stating the company’s / individual capabilities of undertaking the presented task.
  • Previous and existing list with details of various assignments completed.
  • Consultancy firm/ Consultant must provide evidence of previous work done in the similar assignments.
  • Detailed work plan of assignment.
  • CVs/profiles of the team, who will work on the assignment.

11.   Monitoring and Evaluation:

  • The activity may be monitored by the M&E Person of CWW / VEER Development Organization.

12.     Time frame

The trainings are expected to be concluded before the 25th April 2019, with following break up of activities;

  • Discussion and finalization of Training Manual.
  • Conduction of 03 Nos. Trainings.
  • Submission of Final Report of the Assignment.

13.   Logistics

  • Consultant will be the responsible for his boarding & lodging during trainings.
  • Logistics cost should be included in consultancy fee.

Bidder Instructions:

  • Proposal: should be submitted on printed head paper in a sealed envelope. Clearly marked “ Proposal of Teacher Training.”.
  • Rates: The prices must be inclusive of all applicable taxes.
  • Certificate: Please provide copy of your National Tax Number/CNIC
  • Payment Terms: Payment will be release through cross cheque on satisfactory completion of supplies /services as per agreed term and conditions in the Contract, upon submission of Invoice / supporting documents for the said supplies / services.
  • Taxes: Tax will be deducted at source as per Govt. of Pakistan tax law / FBR’s updated guidelines
  • Ethics: Suppliers/Firms must not be engaged in any child labour, human rights abuses, corruption, fraudulent, collusive or coercive practices including but not limited to applying/ bidding by multiple names / companies. If any bidder is found to be involved in such practices his/her bid may be rejected and the companies in question permanently black listed.
  • Criteria: Lowest price will not be the sole criteria; quality, delivery time and previous experience will also be considered. Bid committee reserves the right to change the quantities or cancel/reject any or all offers without assigning any reason.
