Tetra Tech ES, Inc., a subsidiary of Tetra Tech dedicated to international development, is recruiting for Energy Analyst for a USAID-funded project in Islamabad, Pakistan.

POSITION DESCRIPTION:

SEP seeks an Energy Analyst to undertake specific activities to strengthen the policy framework to facilitate investments and private sector participation in clean energy under this Program.

MAIN RESPONSIBILITIES AND TASKS:

The Energy Analyst will be part of a team of multi-disciplinary professionals who will work jointly on specific tasks/assignments., and will inter alia provide specialized services as follows:

ü     Collect and compile the documentation on the policy and regulatory framework for the energy sector in Pakistan especially with reference to private investments in electricity generation, renewable projects, transmission, distribution and sale, and fuel supply infrastructure.

ü     Assist in the analysis of policy and regulatory instruments and draw comparisons from international best practices.

ü     Develop analytical tools and models, undertake financial and economic analysis of the renewable energy projects and assist in proposing measures to mitigate the adverse consequences. 

ü     Develop and maintain the data base for quantitative analysis comprising of: (a) energy production and imports, transmission, processing, and distribution/sale; (b) financial and economic parameters; and (c) emissions and climate-change factors.

ü     Support the work of Energy Policy Specialist in formulating appropriate policies and reform actions especially pertaining to investments in renewable energy projects.

ü     Support SEP and USAID in preparing reports and presentations, and undertake for the government and other clients all other activities related to the furtherance of strengthening of the policy and regulatory framework of the energy sector.

Location: Islamabad, Pakistan

Reporting: The Energy Analyst will report to Director Power Sector Regulation or his/her designee 

QUALIFICATIONS: (MINIMUM REQUIREMENTS):

EDUCATION: Bachelor’s degree or above in Public Administration, Engineering, Energy Management, Business Administration, or equivalent from an accredited university.  A Masters’ degree would be highly preferred.

WORK EXPERIENCE:At least five years’ experience working with the Government on public policy, energy utility, regulatory body, or a financial institution.

Extensive knowledge of the policy and regulatory environment and the operations of the power sector is must.  Prior experience in formulating policy and regulatory documents would be preferred.

Prior experience of working on projects of USAID and other donor agencies/institutions is a plus.

 

SKILLS:

Ø  Good analytical skills and advisory experience to assist the multi-disciplinary team on policy reforms and regulation in the energy sector.

Ø  Familiarity with quantitative tools/packages, high level of computer literacy in Microsoft Office, and strong skills in financial and economic analysis.

Ø  Excellent communication skills desired, both verbal and written.
