Tetra Tech ES, Inc., a subsidiary of Tetra Tech dedicated to international development, is recruiting for Energy Policy Specialist for a USAID-funded project in Islamabad, Pakistan.

 

POSITION DESCRIPTION:

SEP seeks an Energy Policy Specialist to undertake specific activities to strengthen the policy framework to facilitate investments and private sector participation in clean energy under this Program. 

MAIN RESPONSIBILITIES AND TASKS:

The Energy Policy Specialist will be part of a team of multi-disciplinary professionals who will work jointly on specific tasks/assignments., and will inter alia provide specialized services as follows:

ü     Help review and strengthen existing policy framework for private investments in electricity generation, transmission, distribution and sale, and fuel supply infrastructure with particular emphasis on clean sources of energy.  The review would also cover: (a) energy efficiency and demand-side management; (b) private sector participation and privatization of energy entities; and (c) distributed generation using renewable sources of energy.

ü     Analyze past experiences to widen alternative policy and programmatic options to increase the share or renewable energy in the overall generation-mix keeping into account the linkages between energy and poverty, energy and gender, and energy and climate change.

ü     Provide policy and strategic advice to and liaise with the industry stakeholders on their growing work on development of clean energy sources in Pakistan.

ü     Undertake a review of consistency between the policy and regulatory framework in the energy sector and propose recommendations as needed.

ü     Analyze and advise on clean energy technologies and financing options placing emphasis on use of indigenous resource endowments, energy security, development of skills at grass-root level, micro-financing, and empowerment of disadvantaged sections of the society.

ü     Help develop a risk mitigation framework for renewable energy projects for allocating risks among the Government and different contracting parties and propose appropriate instruments for handling specific risks.

ü     Support SEP and USAID in preparing reports and presentations, and undertake for the government and other clients all other activities related to the furtherance of strengthening of the policy framework of the energy sector.

Location: Islamabad, Pakistan with some domestic travel

Reporting: The Energy Policy Specialist will report to Director Power Sector Regulation or his/her designee

QUALIFICATIONS: (MINIMUM REQUIREMENTS):

 

EDUCATION: Master’s degree or above in Public Policy, Energy Management, Public Administration or equivalent from an accredited institution / university. Preference will be given to candidates with a technical background.

WORK EXPERIENCE: 10 years’ experience working in a position of policy analysis and formulation preferably in the energy sector. A good appreciation of the policy environment and the working of the power and fuel sectors in Pakistan.

Prior experience of working on projects of USAID and other donor agencies/institutions is a plus.

 

SKILLS:

Ø  Good analytical skills and sufficient advisory experience to propose policy reforms in the energy sector, based on international best practices.

Ø  Familiarity with quantitative tools/packages and strong computing skills.

Ø  Excellent communication skills desired, both verbal and written.
