Palladium is recruiting a full-time Private Sector Health Advisor for the USAID-funded Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity in Pakistan. IHSS-SD works closely with the government of Pakistan from the federal to the provincial level to enable a greater ability to lead, design, manage, and monitor a system of high-quality, integrated health services. The program also builds the capacity of civil society and the private sector to work with government to support these efforts and fill gaps. Specifically, the Private Sector Health Advisor will design and implement innovative private sector engagement (PSE) strategies to strengthen and expand affordable access to healthcare in Sindh province under the Global Health Security Agenda.

The position will be based in Karachi under the overall guidance and supervision of Palladium’s US-based Sr. Technical Advisor/Health Markets Lead and supervised directly by the IHSS-SD Technical Advisor in-country. The position is restricted to Pakistani nationals.  

Key Responsibilities

  • Develop and implement an Engagement Plan for the private sector institutions in the context of furthering the Global Health Security Agenda in Sindh province. Includes:
  • Design and execution of various assessments, analyses, or other related research efforts and reports as needed to develop and manage successful PSE opportunities that are mutually beneficial and create an enabling environment for increased investments from the private sector.
  • Identify private sector champions/leaders for select initiatives, in the context of GHSA, and prioritize key entry points for engagement based on clear value propositions.
  • Reach out to national and international companies, chambers of commerce, professional healthcare related associations, private foundations to gauge their interest in discrete well documented GHSA PSE initiatives.
  • Build relationships and maintain regular constructive and results-oriented contact with the government stakeholders relevant to this area as well as private, multilateral partners and donor agencies engaged in project partnerships. This role includes serving as a liaison between the Sindh Department of Health, Sindh Healthcare Commission and Provincial TB Program and other public and private sector actors to support negotiations and monitoring the execution of joint agreements
  • Provide logistical support in organization and facilitation of relevant PSE events such as workshops, trainings, meetings, round tables or consultations with government and private sector stakeholders, and support any other knowledge sharing and advocacy activities as may be required.
  • Contribute to the development of PSE-oriented communication materials responding to the anticipated information needs of external stakeholders. Includes the elaboration and promotion of the PSE portfolio of innovative impact investment project proposals.
  • Provide assistance within the project team on monitoring and evaluation (M&E), performance monitoring and documentation of project results.
  • Actively participate in the development of annual work planning, design, implementation, and reporting related to project technical activities.
  • Perform other duties and related tasks as assigned in the interest of achieving project objectives.

Qualifications

  • Master’s Degree in public health, business, economics, finance or a related field
  • 10-12 years of experience working with the private health sector, specifically on public-private sector health issues; related activity design, implementation and evaluation.
  • Experience working with the Department of Health in Sindh, familiarity with key policies and priorities and knowledge of both public and private and for-profit sector modes of health service delivery. This includes relevant policies, legal, contractual and regulatory frameworks tied to the establishment of viable partnership arrangements.
  • Strong ability to engage with a wide range of stakeholders, establishing and building key relationships, partnerships and capacities, and broad understanding of Pakistan’s business environment.
  • Experience reaching creative solutions to achieve consensus on various private sector health issues and needs.
  • Demonstrated strength and experience providing technical assistance, writing technical reports, and policy briefs targeted to decision makers.
  • Demonstrated ability to carry out M&E and documentation of project results highly desirable.
  • Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents.
  • Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.
  • Excellent written and verbal communication skills; strong technical writing skills.
  • Fluency in English. Fluency in Sindhi a plus.
