2.    Purpose of the position:

 

M&E Officer is responsible for preparing the M&E strategy and working to develop/improve specific monitoring and evaluation tools, analysis of information collected, and ensure consistent M&E throughout the projects. The M&E Officer liaises with partner staff to ensure that the cross-cutting issues of gender, protection, learning and accountability to beneficiaries are addressed in monitoring & evaluation frameworks and plans. The M&E Officer reports to and works under the direct supervision of the Country Representative.

 


3.    Key Duties and Responsibilities:

 

 

The specific responsibilities of the M&E Officer are:

  • M&E Technical Support: The M&E Officer supports Partner Organizations in developing monitoring frameworks, work plans, and other strategic documents; conducts/facilitates evaluations (e.g. baseline and final outcome assessment). Assist, develop, and implement standards and guidelines for the M&E practice. Evaluate and monitor the outcome of the related activities in the respective project in Islamabad.
  • Coordination and Communication: To support the Country Representative in coordination of the respective implementing partner, local government, civil society organizations and other agencies in the project area to ensure the full integration of the organization activities.
  • Administration & Logistic Management: To support the smooth functioning of all programme related administration, logistic and transport in coordination with the respective partners and agencies and especially with support team in Islamabad and if required in the field.
  • Reporting: To prepare monthly progress reports and ensure adherence to a regular internal reporting structure. To ensure that all preparation of regular and final reports to donors, government ministries and headquarters are done on time in consultation with Programme Coordinator/Project Manager and Partner Organization.
  • Monitoring and Evaluation: To establish, manage and implement monitoring and evaluation systems for the activities of the implementing partners and to train the respective partner’s staff in this regard. Monitor and evaluate project activities according to the allocated resources, respective budget and agreed MEAL framework.
  • Assessments and Surveys: Support the field teams in conducting and evaluating household assessments and different surveys according to the organization need and the programme requirements. All assessments and surveys have to be conducted on a standardized manner and according to the regulations of the organization.

5.    Education/Professional Designations/Experience:

  • Master’s degree in Development Studies, Sociology or related field.
  • Minimum of 5 years of experience in designing and implementing the M & E with INGOs/NGO.
  • Designing monitoring tools, strategies and analyzing statistical data etc. 
  • Expert level skills in usage of MS Excel and other office applications.

 

  • 6.    Language Skills:
  • Strong communications skills (oral and written). 
  • Fluency in English both reading and writing is a prerequisite.

 

7.    Travel Requirements:

  • Frequent travel to field areas in Islamabad (about 20-25%).

 

8.    Other Specific Skill Requirements:

  • Ability to work effectively in a multicultural team of people.
